Description

The Position

The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions throughout the County, should they occur. Pursuant to current bargaining unit agreements, employees regularly assigned to the coastal region or in Covelo are eligible to receive a 5% assignment premium .

Under administrative direction provides management level oversight over program staff of Family and Children’s Services (FCS) within the Department of Social Services, and performs highly complex professional level functions involving the development, implementation and maintenance of programs, including: identifying needs; managing the administration of grants; developing contracts; developing policies and procedures; and overseeing fiscal and administrative functions associated with programs.

Manager Academy is mandatory for all managers and consists of nine courses that must be completed within two years. Participation is required and completed during work hours.

Job Requirements and Minimum Qualifications

Duties may include but are not limited to the following:

• Assist with the general management and administration of complex programs within the Family and Children's Services.
• Plan, organize, direct, manage and coordinate the operations within the program areas, establishes priorities, goals and objectives consistent with division and department policies and procedures.
• Carry out supervisory responsibility in accordance with policies, procedures and applicable laws
  including: interviewing, hiring and training, planning, assigning and directing work; appraising
  performance; rewarding and disciplining employees; addressing complaints and resolving
  problems.
• Oversee a variety of quality assurance activities; is responsible for maintaining current
  awareness of changes in laws and regulations as well as keeping subordinate staff informed.
• Oversee staff in the compilation and analysis of data and make recommendations on the
  formulation of policy and procedures, and program changes.
• Oversee staff in conducting studies and making recommendations for procedural or
  organizational changes; oversee the planning and implementation of program changes.
• Coordinate and oversee staff engaged in departmental activities between divisions and/or units,
  with the County, and with outside agencies and ensures compliance with program
  requirements.
• Participate in the negotiation, development and monitoring of contracts with provider and assist in the initiation and management of policies and procedures appropriate to the administration of such contracts.
• Develop and coordinate the provision of statistical/database material for reports and program analyses
• Participate in the preparation and monitoring of program budgets, work plans and other administrative and fiscal functions, including: determining goals and objectives; reviewing and analyzing project budgets; correcting errors; reviewing billing statements and authorizing payments.
• Serve as a resource for interpretation of federal and state laws affecting the division and has a major role in the development, and administration of procedures and ensures proper procedures are in place and followed.
• Develop, review, amend, and interpret departmental policies and procedures to ensure compliance with state and federal legislation, regulations, and directives concerning program matters.
• Perform analysis and prepare detailed written reports of findings pertaining to the quality and efficiency of services provided within the division.
• Participate in special projects as assigned.
• Perform other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

PATTERN 1:
A bachelor’s degree from an accredited college or university in Social or Behavioral Science, Public or
Mental Health, Public or Business Administration, AND three (3) years full-time supervisory experience
in child welfare comparable to Social Worker Supervisor in Mendocino County OR two (2) years fulltime
experience performing duties of a Program Manager in child welfare comparable to Mendocino
County.

PATTERN 2:
A master’s degree from an accredited college or university in Social or Behavioral Science, Public or
Mental Health, Public or Business Administration, AND two (2) years full-time supervisory experience
in child welfare comparable to Social Worker Supervisor in Mendocino County OR one (1) year fulltime
experience performing duties of a Program Manager in child welfare comparable to Mendocino
County.

SUBSTITUTION: Up to five (5) years directly related child welfare supervisory/management experience may be substituted for education.

Licenses and Certifications:
Some positions in this classification may require possession of a valid California driver’s license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

• Plan, delegate, prioritize and evaluate the work of staff and provide effective supervision.
• Develop and implement short and long range program goals and objectives.
• Analyze policies and procedures, develop and implement revisions.
• While performing the essential functions of this job the employee is regularly required to sit, use hands to finger, handle, or feel, and speak and hear, and lift and/or move up to 25 pounds.

SALARY
Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

RETIREMENT

HOLIDAYS AND PERSONAL LEAVE
Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

VACATION
Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

SICK LEAVE
Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.

Salary:

$107,182.40 - $130,291.20 Annually
