THE POSITION

This recruitment is being conducted to fill two full-time vacancies with the Water Department. The list established by this recruitment may be used to fill future full-time, part-time, and temporary vacancies for up to one year.

The City of Vallejo Water Department is seeking candidates for two Senior Civil Engineer positions who will plan, organize, and supervise professional and technical engineering operations for the assigned section and will oversee the preparation of complex engineering designs, plans, specifications, and reports; and to manage assigned construction projects.

Ideal candidate when assigned to Dams/Water Resources:
The Ideal Senior Civil Engineer in Dams/Water Resources will have the ability to plan, organize, and supervise professional and technical engineering operations for the Dams & Watersheds Program. This position will report to the Water Resources Manager, In the Water Resources Division of the Water Department. This position will be responsible for water resources related related work including regulatory reporting, supply and demand forecasting, conservation efforts, as well as coordinating operations and programs at the dams including spillway maintenance operations, dam inspections, valve exercising and replacements, dam related CIP projects, instrumentation monitoring, and other duties as assigned. The Department is looking for a licensed professional engineer with experience in water resources engineering, and an interest in further enhancing the City’s Dam Safety Program.

Ideal candidate when assigned to Capital Improvement Program:
The ideal Senior Civil Engineer in the Capital Improvement Program section will have the ability to plan, organize, and supervise professional and technical engineering operations pertaining to capital projects for the City of Vallejo Water Department. This position will report to the Engineering Manager, in the Engineering Division of the Water Department. This position will be responsible for managing the design, bid and contract management of several of the Department’s CIP projects. These projects include tasks such as: overseeing inspectors, coordinating with project stakeholders, negotiating change orders, conducting weekly project meetings, responding to RFIs and processing invoices for contractors.

Ideal candidate when assigned to Current Development:
The ideal Senior Civil Engineer in Current Development will have the ability to plan, organize, and supervise professional and technical engineering operations pertaining to development for the City of Vallejo Water Department. This position will report to the Engineering Manager, in the Engineering Division of the Water Department. This position will be responsible for managing the review of all development applications that are assigned to the Water Department. Delegate all assignments to junior staff, provide technical guidance where necessary, and review work products to ensure adherence to the City’s Municipal Code, Standard Specifications and Standard Drawings, State law, Subdivision Map Act, and industry standards. This position will ensure staff follows City protocol and Water Department policies to ensure reliable and efficient customer service; interface directly with every department in the City, the privately owned Vallejo Flood and Wastewater Department, as well as Solano and Napa County for applications that do not fall under City jurisdiction. Incumbent should have excellent communication skills, as this position communicates directly with developers, applicants, and engineers to provide feedback and conditions on their plan set submittals. Attend and represent the Water Department at the weekly Technical Plan Review Committee (TPRC) meetings, which brings all of these departments in to discuss projects in person. Communicate any issues with larger developments or significant issues with smaller projects to the Engineering Manager.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level class within the (Civil) Engineering series. Employees within this class are distinguished from the Associate Civil Engineer by the overall responsibility for major and/or complex engineering projects or assignments, by the level, breadth, depth, complexity, and consequence of error/impact of administrative and supervisory responsibilities, and/or by the level of professional specialization and expertise required. Senior Civil Engineer handles the most complex and sensitive work and has full supervisory authority over lower-level engineers. The Senior Civil Engineer class is responsible for planning, coordinating, managing, and evaluating an engineering section and/or engineering projects.

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience : For years of increasingly responsible experience working on civil engineering projects, including the design and/or construction of public works and/or water utilities systems and facilities, at least two years of which were at the level equivalent to an Associate Civil Engineer and some lead or supervisory experience.

Education : Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering or a related field or meet the qualifying experience requirements outlined in Business and Professions Code section 6751 ( c) and 6753 and Title 16, California Code of Regulations section 424.

License or Certificate : Possession of a current and valid Certificate of Registration as a professional engineer issued by the California Board of Registration for Professional Engineers, Land Surveyors and Geologist.

In addition, the Traffic Section Senior Civil Engineer position shall possess a current and valid Certificate of Registration as a Traffic Engineer issued by the California Board of Registration for Professional Engineers.

Possession of a valid California Driver’s License and satisfactory driving record as a condition of initial and continued employment.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with City of Vallejo. For continued employment with City of Vallejo, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Working Conditions/Physical Characteristics:
Incumbents must be able to perform physical tasks which may include prolonged sitting, standing walking, reaching, twisting, turning, pushing, pulling, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine motor coordination when using a computer keyboard or mobile data terminal. Near vision is required when writing reports and other documents, and far vision is required when in the field. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools and supplies weighing up to 25 pounds is also required. The job duties will expose the employee to the outdoors, which may include exposure to inclement weather conditions, noise, fumes, dust, air contaminants and heavy traffic conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

Work is performed primarily in an indoor office setting. Incumbents communicate with others orally, in person or over the telephone, to gather or provide information. Incumbents sit at a desk or computer for extended periods of time, with the ability to move about at will. 2. Applications will be screened for overall qualifications the week of April 28, 2025.

3. Applicants who meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week of May 5, 2025. The most qualified applicants from the scoring of the supplemental questions will be invited for Oral Panel Interviews.

4. Oral Panel Interviews are tentatively scheduled to take place the week of May 19, 2025. Oral Panel Interviews are weighted at 100% of the candidates’ score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.

6. Candidates who are successful in the assessment process will be placed on the Register of Eligibles (eligible list). Candidates will then be referred at the department’s discretion. The Department will conduct all final interviews and make the final candidate selection for this position.
