The Permanent Housing and Supportive Services (PHSS) Division Director leads the community effort to implement and coordinate programs and projects furthering permanent supportive housing, self-sufficiency and supportive service provision.

Coordinates with other divisions in the Housing Affordability and Community Revitalization Department, as well as external partners, to achieve program/consumer outcomes for affordable PSH development, integration of PSH into traditional affordable housing, rental assistance programs, landlord recruitment, as well as development, oversight, coordination and funding of quality supportive services.

Essentials Functions

• Ensures the administration and compliance for Federal grant and locally funded programs focused on permanent supportive housing development, rental assistance and support services targeting the lowest income households that are unable to have housing stability
• Provides oversight for staff supervising the McKinney Team, Cornerstone Facility and the Rental Assistance Housing Program
• Works with department leadership to establish goals for PHSS division and develop annual workplan for
  achievement
• Utilizes strong leadership skills and significant knowledge of PSH activities to engage, recruit and
  coordinate developers, supportive service providers and property management to increase production of quality PSH
• Identifies gaps and needs in various service delivery systems and providing innovative solutions to address the constraints/barriers to PSH development, client placement and system coordination
• Develops quality standards for supportive service provision and monitoring of County PSH developments
• Works with external and internal partners including clients to develop ongoing community support of PSH, through education and resources related to PSH
• Provides expertise to community systems often impacted by those in need of PSH - systems may include
  criminal justice, health care and homeless services - and advocates for increased coordination of
  services and development of PSH

As the population and economy continue to grow in Wake County, the need for affordable housing development and preservation increases. Not only do more units of affordable housing need to be built, housing services must be provided to support families and individuals to access or maintain safe, decent, affordable housing.

The Basics (Required Education and Experience)

• Bachelor's degree in Human Services, Health or related field
• Six years of experience in human services, preferably in the area of employment including at least two years of supervisory experience
• Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)

• Master’s degree in counseling, social work, human services, or a related field
• Direct experience operating a permanent supportive housing facility

• In-depth knowledge of integrating supportive services strategies with affordable housing development to serve highly vulnerable populations
• Excellent communication skills in speaking, listening and writing, with the ability to negotiate complex transactions and facilitate successful new program implementation
• Demonstrated ability to lead with willingness to examine relevant viewpoints and explore alternative approaches
• Skilled in analytical thinking and critical problem solving to identify program needs and propose viable solutions
• Ability to manage multiple priorities simultaneously and meet deadlines while building and maintaining solid internal and external cross-functional relationships to identify and maintain partnerships
• Proven ability to take proactive action to accomplish objectives, achieve and exceed goals while delivering exceptional customer service and making objective, unbiased decisions in all interactions
• Demonstrated skills in PSH program budgets and finances, including loan programs, service provision and portfolio maintenance, with experience administering and complying with federally funded programs, including experience creating, monitoring and managing a budget
