You will be an integral part to ensuring DED leadership receive budget management support and addressing the department’s needs by helping create opportunities through the annual budget process; seeing the entire budget process through, from start to finish. You’ll also help DED achieve our mission of helping create greater opportunities for Missourians to prosper as well as be a good steward of state and federal dollars .

What You’ll Do:

• Develop an in-depth understanding of DED’s programs and services and the inter-relationships of our services, the budget structure, performance measures, strategies and initiatives

• Partner with division leaders to provide guidance and recommendations, leveraging the budget to meet our current and future initiatives and strategic goals

• Support and guide division colleagues through all budget aspects including the establishment of new decision items, modification of current budget information and the completion of budget forms - Provide impact projections and recommendations

• Enhance leadership and program managers’ knowledge regarding the state’s budget fundamentals and process - Develop educational opportunities and resources

• Serve as the Departmental liaison with House and Senate Appropriations staff and the Office of Administration Budget and Planning staff regarding budget matters

• Provide guidance and consultation to DED colleagues regarding budget inquiries

• Manage DED’s budget program including:

o Monitor budget hearings, alert leadership to high-priority activities and issues, analyze budget information, maintain proper funding allocations, reconcile funds and appropriations, prepare and submit budget books before the statutory deadline and maintain the Missouri Vital Enterprise Resource Center (MOVERS) via MoBGT and Narrative Reporting

o Manage the state’s financial system budget-related processes and documents (e.g. Appropriation Allotments, Expense Budgets and Transfer Appropriation)

o Support the DED fiscal note process and preparation and completion of tax credit analysis forms

• Develop effective statistical and financial budget reports and spreadsheets to inform and guide DED leadership

• Monitor, review, and respond to legislative fiscal notes

• Manage DED’s Tax Credit Program reporting, including:

o Coordinate and assist in the response to the Quarterly Tax Credit Reports from the Department of Revenue;

o Completion of the Tax Credit Analysis Form submission; and

o Preparation and submission of the Tax Credit “Blue” Book annually

• Perform other related work as assigned

Qualifications:

• At least six years of relevant experience. This can be obtained through a combination of work experience in government budget administration and completion of a Bachelor’s degree in Accounting, Finance, Business Management, or closely related field

o Lack of post-secondary education will not be used as the sole basis for denying consideration to any applicant

• Thorough knowledge of the state government budget process to include use of the MOVERS (MoBGT and Narrative Reporting) system.

• Expertise with Microsoft Excel and Word

• Knowledge of the state’s financial system (SAM II) and data warehouse reporting

• Ability to demonstrate regular and reliable attendance.

Salary:

$45,984-$69,660 per Year
