ANIMAL SERVICES
The Health and Human Services Agency's Animal Services provides field services to enforce state statutes and county ordinances regulating animal care and welfare , rabies control to investigate animal bites and human exposures to rabies, and shelter operations to house and care for stray, unwanted, or displaced animals.

THE OPPORTUNITY
Manage, plan, organize, administer, coordinate, review, and evaluate the staff and activities of the Animal Services Division; supervise field officers, kennel activities, and pet adoption programs through subordinate staff; develop and directs the implementation of goals, objectives, policies, procedures, and work standards; direct the work of supervisory, professional, technical, and administrative support staff.

THE IDEAL CANDIDATE
The ideal candidate will have extensive experience in a managerial or supervisory role within animal care and control, either in a governmental agency or a nonprofit animal welfare organization such as a humane society or SPCA. They should possess comprehensive knowledge of animal welfare operations, including administration, field operations, and animal care. Key competencies include budgeting, procurement, community outreach, engagement with governing bodies and department heads, disaster response coordination, media relations, and delivering quality customer service.
Additionally, the candidate should have experience managing volunteer programs, collaborating with District Attorney’s offices and County Counsel, and ensuring compliance with California animal welfare laws, including the Penal Code, Food and Agricultural Code, and Health and Safety Code. Expertise in drafting and reviewing search warrants, as well as applying best practices in shelter management, is essential. Strong writing, reviewing, and presentation skills are critical, along with the ability to remain confident and adaptable in dynamic situations.
Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications.

Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in animal science, business administration, public administration, veterinary science, administration of justice, or a closely related field;

Five (5) years of progressively responsible experience in an animal control operation, which has included the administration and supervision of programs and staff.
