Description

Job Location: The Missouri Department of Mental Health, Division of Developmental Disabilities (DD) seeks a Director of Strategic Information Technology (IT) Initiatives. This is a Central Office position which will be domiciled at our Roberts building at 1706 E Elm Street Jefferson City, MO 65109.

Why you’ll love this position: The Director of Strategic Technology Initiatives will lead and manage the Home and Community Based Waiver services case management system procurement and implementation, coordinating/managing all IT vendors, contracts, budgeting, CMS Certification, and reporting project status to DMH Executive Leadership. This position will also oversee other Division IT initiatives and projects including interoperability related to Home and Community Based services and manage the Division’s IT/Help Desk and Data Analytics teams.

Job duties:

• Provide leadership and execution for the planning, development, implementation, and evaluation of information technology system projects in the Division including the aforementioned DD Case Management solution known as ConneXion.
• Responsible for project planning; overseeing activities of the project team; identifying appropriate resources needed; and developing project plans, timelines, and accountabilities.
• Partner with key IT technology and cross-functional stakeholders to drive key project/initiative activities:
• Manage IT project risks & issues.
• Engage with various Technology functional areas on implementation plans.
• Track program budgets, forecasts and schedule.
• Responsible for continually improving the best practices in technology related projects and initiatives in the Division.
• Help guide the transformation of the Division’s technology and data interoperability by evaluating, leading, and executing new technologies and IT process improvements.
• Serve as policy lead on all Division technology solutions related to Division services and set policies for report requests and standards for Division reporting.
• Establish technology training policies and materials for providers and Division staff, as well as security protocols and roles for accessing Division systems.
• Work with Division sections including Clinical Operations, Federal Programs, Community Supports, and other Division staff to find or improve technology solutions for existing processes.
• Coordinate the Division resources from various sections across the State for Subject Matter Experts (SME) in gathering requirements, testing and training.
• Recommend changes to projects if it appears not proceeding on schedule or is producing unsatisfactory results, including risk/issue mitigation.
• Interprets security and compliance procedures and guidelines. Follow established procedures and guidelines set forth by the Division and Department.
• Independently makes decisions on how to manage workload, team workload and initiatives time and approach to problem-solving.

Knowledge, Skills & Abilities:

Qualified applicants must have experience in project management principles and managing IT projects, as well as knowledge related to HCBS. Experience in organizational change management is preferred. Must stay current with technology trends in the field of health care and HCBS services.

• Ability to perform all duties expected of a DD Director of Strategic Technology Initiatives with minimal supervision.
• Ability to lead and manage plan large-scale IT projects from conception to implementation, ensuring project deadlines are met.
• Demonstrated history of advanced communication and interpersonal skills.
• Demonstrated history in IT technical work involving system implementation.
• Demonstrated history of advanced problem solving and critical thinking skills.
• Understand concepts, practices and procedures within the software development life cycle (SDLC).
• Ability to effectively communicate verbally and in writing, with executive leadership, team members, stakeholders and consultant/vendors.
• Solid organizational skills including attention to detail and multitasking skills.
• Strong working knowledge of Microsoft Office.
• Ability to lead a multi-year, large scale IT project.
• Ability to negotiate.
• Strong change management skills.
• Advanced expertise in IT Project Management Best Practices, methodologies, and implementation.
• Knowledge and understanding of business analysis.
• Excellent relationship building skills and positive attitude.

Eligibility:

Bachelor's degree in business, healthcare, management of information systems or related field and 5 years of project management/leadership experience in related industry.

OR

Five or more years of professional experience in IT related areas such as mental health, education, social services, public administration, or a closely related area.

Salary:

$110,000.00-$116,000.00 per Year
