Rate of pay depends on qualifications.Job DescriptionJOB SUMMARYThe Manager - Engineering manages a team of employees as they plan, design, and implement construction projects and/or water supply development programs. The incumbent is responsible for managing the development of solutions to complex design, engineering, and construction challenges. The Engineering Manager supervises teams engaged in a full-range of engineering and operational program development, from initial feasibility study analysis, preliminary planning, conceptual design, detailed design and cost estimation, construction planning and inspection, and operational start-up activities.
ESSENTIAL FUNCTIONSAll Specialties- Manages the development of construction projects and/or water supply development programs through application and interpretation of engineering principles and practices as they relate to the design, construction, operation, and/or maintenance of water, wastewater, reuse, chilled water, and heating/steam projects and/or infrastructure.
- Oversees the preparation of seals, studies, plans, specifications, cost estimates, and/or other project/contract documents.
- Oversees the preparation and/or review of documentation for the award of contracts and execution of studies, design and construction projects, and/or service and purchasing contracts.
- Oversees the review of feasibility study analysis, design plans and specifications, and costs estimates to identify, direct, solve and/or resolve design and construction projects and/or issues.
- Supervises, selects, develops, trains, and evaluates division personnel.
- Manages budgets, including the forecasting, allocating, and monitoring the human, physical, and financial resources for the assigned area.
- Oversees and implements an efficient program management structure and decision-support system that enables teams to plan work, monitor and measure performance against budget and schedule, and determine the efficiency of human, physical, and financial resources assigned.
- Coordinates, prioritizes, and monitors annual Capital Improvement Program.
- Develops measures to analyze and improve division's overall efficiency.
- Develops, analyzes, and participates in conceptual planning efforts.
- Develops, recommends, and implements division policies and procedures.
- Applies generally accepted business management and public administration principles and practices.
- Interacts with employees and/or consultants to direct activities and to achieve the desired result for the System.
- Prepares and delivers written and verbal presentations to SAWS staff and management and the public.
- Performs other duties as assigned.
DECISION MAKING- Reports to the Department Director or designated person in charge and works under limited supervision.
- Directs/supervises the work of 5 - 20 employees.
MINIMUM REQUIREMENTS- Bachelor's Degree in Engineering, Construction Management, or related field from an institution accredited by a recognized accrediting agency.
- Six years of engineering and project management and/or construction management experience, including three years of experience in supervising personnel.
- Licensed Professional Engineer in the State of Texas, or if the license is held in another state, must obtain Texas license within six months of appointment.
- Valid Class "C" Texas Driver's License.
- Proficient in word processing, spreadsheet, database, presentation, project management and scheduling software.
PREFERRED QUALIFICATIONS- Master's Degree in Engineering, Construction Management, Business or Public Administration, or related field from an institution accredited by a recognized accrediting agency.
JOB DIMENSIONS- Regular contact with internal and external customers, consultants, governmental agencies, and contractors.
- Communicates effectively, verbally and in writing.
PHYSICAL DEMANDS AND WORKING CONDITIONSWorking conditions are primarily in an office environment and performs occasional to regular field visits with exposure to traffic, construction, rugged terrain, and hazardous environmental conditions. Operates a company vehicle on an occasional to frequent basis.
