This position provides technical assistance and expertise for the Charleston County Public Work’s GIS team. The Public Works GIS Analyst will play an integral role in maintaining and developing Public Works geospatial data using advanced GIS software. Responsibilities include editing ArcGIS Enterprise versioned databases, creating aesthetic maps and visual data aids, coordinating efficient data collection methods, performing complex analyses, developing integrated applications, and delivering technical support and training to users.
HIRING SALARY: $56,513 - 63,648 (Estimated Annual Salary)OPEN UNTIL FILLED, APPLICATION REVIEW BEGINS IMMEDIATELYDuties and ResponsibilitiesPrimary Duties/Responsibilities:- Edits and manages complex GIS datasets within a versioned geodatabase using advanced data validation and quality control methods.
- Undertakes research involving the analysis of legal documents, land surveys, maps, photographs, and related materials.
- Coordinates strategic field data collection using ArcGIS Field Maps.
- Conducts sophisticated GIS database queries, manages geocoding projects, executes geoprocessing tasks, and develops automated processes using custom models and scripts.
- Collaborates with end users to anticipate departmental data needs and develops GIS applications using ArcGIS Online, including web maps, applications, story maps, dashboards, surveys, and experiences.
- Performs analyses to transform Public Works GIS data into actionable intelligence, producing visualizations of patterns and providing strategic advice to enhance Public Works response efforts.
- Develops and maintains integrated applications to streamline Public Works internal processes.
- Supports the integration of GIS with other Public Works asset management systems, extracting and preparing data for reports, departmental planning, and council presentations.
- Provides training and technical support on GIS software and websites to end users.
- Executes photogrammetry using advanced processing techniques and quality control methods to produce survey grade products.
- Creates and maintains technical documentation used as internal standard operating procedures.
- Attends professional meetings and training sessions to stay updated on GIS technology trends.
- Demonstrated expertise in GIS principles and proficiency with GIS software.
- Proven experience creating, editing, and utilizing GIS data in professional or academic settings.
- Advanced cartographic skills, with a proven ability to produce both reference and thematic maps.
- Excellent communication and customer service abilities in both written and verbal interactions.
- Strong interpersonal skills, with the capability to build and maintain positive working relationships with colleagues at all organizational levels and with the public.
- Self-motivated with the ability to effectively manage tasks independently with minimal supervision.
- Performs additional duties as needed.
Minimum Qualifications Position requires: Bachelor's Degree in Geographic Information Systems or a closely related field with 1 year of technical experience or an Associate’s Degree with at least 3 years of technical experience or a combination of equivalent education and experience that provides the required knowledge, skills, and abilities. Preferred knowledge of: ArcGIS Pro, Python and/or SQL scripting languages, Microsoft Power Automate, ArcGIS Survey123 Connect, and PIX4D Mapper. Must have a valid driver’s license with the ability to obtain a South Carolina driver’s license upon acceptance of the position.
