Chief Information Officer
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Establish department goals, long-range plans, objectives, policies, directives, regulations, and standard operating procedures based upon the needs of the City and the IT Department
Maintain effective public relations and handle community issues in a tactful and courteous manner.
Oversee and administer the budget preparation for the IT Department.
Manage and direct the operations of the IT Department to assure that the desired level of service is being provided.
Train and develop department personnel to ensure adequate knowledge of current IT procedures and methods.
Remain abreast of new developments in Federal, State and local laws and regulations.
Objectively review and handle citizen inquiries as needed.
Lead the City’s digital‑transformation initiatives, including the identification, evaluation, and implementation of emerging technologies—such as generative AI, automation, and advanced analytics—to improve service delivery, data‑driven decision‑making, and operational efficiency.
Oversee an AI governance framework that ensures ethical, transparent, and responsible use of AI technologies, aligned with applicable laws, regulations, and City policies.
Champion City‑wide data governance—including stewardship of the enterprise data catalog—to enhance data quality, accessibility, and security across all departments.
Minimum Qualifications
Bachelor’s Degree in Business, Information Technology, Computer Science or related field of study
10 years experience in Information Technology
5 years experience in a managerial role
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications
Education/ Experience:
Master’s Degree in Business, Information Technology, Computer Science or related field of study
10 or more years of experience in Information Technology
5-7 years experience in municipality managerial role
Knowledge, Skills & Abilities:
Extensive knowledge of Information Technology operations and general practices
Extensive knowledge of utility operations Extensive knowledge of Federal, State and local laws and regulations as they apply to Information Technology
Skill in Microsoft Office (Access, Excel, Outlook, PowerPoint, Word)
Skill in developing and maintaining cooperative working relationships with City management, employees and citizens
In‑depth knowledge of generative AI concepts, platforms, and tools, including municipal use cases, implementation methodologies, and governance best practices.
Extensive knowledge of data‑governance, analytics, integration, and cybersecurity principles, especially as they relate to cloud platforms and AI.
Ability to communicate effectively in writing and verbally
Licenses and Certifications
Valid Class C Texas Driver's License
Physical Requirements / Work Environment
The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
