This position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is being held to establish an open to the public eligible list to fill current and future Fiscal Analyst positions within OC Public Works. This recruitment may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange.

OC PUBLIC WORKS
OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.

OCPW is a unique County department comprised of ten (10) service areas: Administrative Services, Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; OC Operations & Maintenance.

Administrative Services
This unit leads the financial, administrative, and information technology operations for the agency. This includes management of policies and procedures, strategic financial planning, budget and payroll, goods and services procurement, public records requests, parking and building administration, and information technology services.

THE OPPORTUNITY
OCPW is seeking experienced, innovative, and results-oriented professionals to join its team. This position will perform technical and analytical tasks related to the County's budgeting and forecasting functions. The position is responsible for preparing, analyzing, and managing budgets, conducting financial forecasts, and strategic financial planning. The incumbent will work closely with County departments, management, and other stakeholders to ensure effective financial management and resource allocation.

Key Responsibilities:

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess three (3) or more years of experience in financial analysis, budgeting, and forecasting. Experience within a government or public sector organization is preferred but not required.

A Bachelor's degree in accounting, finance, business administration, or a related area may substitute for one (1) year of the required experience.

A Master’s degree or higher in accounting, finance, business administration, or a related area may substitute for two (2) years of the required experience.

In addition, the ideal candidate will possess knowledge and experience in the following core competencies:

RECRUITMENT PROCESS

Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
