Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

DESCRIPTION

THE AGENCY

The Alameda County Library provides library services from ten libraries in the cities of Albany, Dublin, Fremont, Newark and Union City and the unincorporated communities of Castro Valley and San Lorenzo. Additional services are provided through Mobile and Outreach Services, Education and Literacy Services, and Social Justice Services.

The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian and the Board of Supervisors on library services.

The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services.

The Board of Supervisors allocates a portion of a utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends of the Library or Library League groups in each community support library programs and services.

THE POSITION

Under general supervision, assists in planning, directing, coordinating, and supervising the work of a Library or a Library Service within the County Library; trains, supervises, and evaluates staff assigned to work within a library operation and provides administrative supervision to all staff in the absence of a higher-level manager; assists in the development and implementation of Library policies, procedures, and service delivery programs; and performs related duties as required.

Library Assistant Managers require detailed working knowledge of a public library and are responsible for directing support staff and functions, circulation and customer service operations, facility maintenance, technology equipment and systems, shelf maintenance, collection maintenance, and volunteers.

Library Assistant Manager is the first line supervisor in the Library Manager Series. This class is distinguished within the Library Manager series in that the Library Assistant Managers assist a higher-level Library Manager in operating a library or library service instead of the full range of management duties. This class provides direct supervision to clerical staff and paraprofessional staff. The Library Assistant Manager is distinguished from the Library Manager I in that the latter provides direct supervision of employees in professional classifications and directs programs for a library or library service on a full-time basis. This class reports to a Library Manager or Library Division Director and receives assignments of a more routine nature under general supervision.

MINIMUM QUALIFICATIONS

TO BE ELIGIBLE FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM QUALIFICATIONS BY SATISFYING ONE OF THE CRITERIA OUTLINED IN THE PATTERNS BELOW LISTED (I - IV).

Education : Possession of a bachelor's degree from an accredited college or university. (Required for all patterns.)

AND

EITHER I

Experience : The equivalent of one (1) year of full-time experience in the class of Librarian II in the Alameda County classified service.

OR II

Experience : The equivalent of two (2) years of full-time experience as a Library Assistant II in the Alameda County classified service.

OR III

Experience: The equivalent of two (2) years of full-time, responsible professional level library experience.

OR IV

Experience : The equivalent of one (1) year of full time progressively responsible supervisory experience in a library setting supervising clerical and/or paraprofessional support staff.

Special Requirement : Incumbents in this classification are required to work evenings and weekends.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A review of the supplemental questionnaire to determine the best qualified that will be weighted as qualifying only (pass/fail). Those candidates considered the best qualified will move on to the final step in the examination process. An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may be administered virtually and contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
