Description
Director of Development Services Brochure- https://isu.pub/eDwCAijESSENTIAL DUTIES- Provides strategic leadership and direction for Development Services, encompassing Planning, Zoning, Code Enforcement, Building Inspections, Environmental Health, Historic Preservation, and Main Street programs.
- Manages four operating divisions and their managers; recruits, mentors, evaluates, and motivates departmental staff.
- Advises the Assistant City Manager, Planning & Zoning Commission, Historic Preservation Board, and City Council on matters affecting land use and the City’s physical development.
- Prepares, updates, and administers comprehensive plans, neighborhood and corridor plans, transportation and public facility plans, and supporting maps, reports, and presentation graphics for both current and long-range initiatives.
- Develops, implements, and enforces City codes, ordinances, and policies related to zoning, subdivision, building, floodplain, environmental health, and development standards; ensures compliance with all pertinent local, state, and federal regulations.
- Oversees the review and processing of zoning, subdivision, site-plan, and building permit applications; researches and analyzes requests for conformity with adopted regulations.
- Prepares and manages the departmental operating budget; monitors expenditures and drives fiscally responsible practices.
- Leads the preparation of grant applications and manages state and federal grant programs supporting community development and revitalization.
- Conducts complex research and data analysis; prepares technical reports, staff recommendations, agendas, and presentations for boards, commissions, and public hearings.
- Provides professional interpretation of codes and standards to property owners, developers, architects, engineers, and contractors; resolves conflicts and negotiates solutions in a timely, professional manner.
- Oversees code enforcement operations, investigates complaints, issues corrective actions and citations, and ensures consistent application of City regulations.
- Coordinates departmental activities with other City departments, outside agencies, neighborhood and business groups, and serves as liaison to citizen committees and economic-development organizations.
- Provides management direction in all hiring, training, and evaluations of personnel within each area of responsibility (department or division).
QualificationsREQUIRED: Bachelor’s degree in Public Administration, Community Planning, Geography, Economics, or a closely related field. Ten (10) years of experience in planning, including at least three (3) years in a progressively responsible role. Valid Texas Class C Driver’s License with a driving record that meets or exceeds City of Weatherford standards. PREFERRED: Master’s degree in Planning, Public Administration, or a related field (may substitute for two (2) years of required experience). Certification from the American Institute of Certified Planners (AICP)Experience in municipal planning, code enforcement, or multi-jurisdictional regulatory environments.
