Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (P.S.T.) on the day the County's needs are met. Qualified applicants are encouraged to apply immediately.

This recruitment will establish an Open eligible list and will be used to fill current and future Psychiatrist positions within the Health Care Agency. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County.

THE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

BEHAVIORAL HEALTH SERVICES
The Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, BHS Navigation, and Forensics and Justice Involved. These service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.

THE PROGRAM
In Children and Youth Services (CYS) , there are a variety of direct client care opportunities to serve Orange County children, youth, transitional age youth, and their families impacted by mental illness and substance use disorders. CYS has three (3) major areas of service: 1) Regional outpatient clinics, (including intensive community-based recovery-oriented services) 2) programs serving youth in the juvenile justice system, and 3) programs serving foster youth. All programs strive to provide high quality, evidence-based services in a system that addresses the specific and unique needs of the individual and their support systems. Those served by CYS come from a variety of cultures and diverse backgrounds. The population served consists of children, youth, and transitional age youth ages 0 through 25.

THE OPPORTUNITY
This position is necessary to provide psychiatric services to children and youth in CYS outpatient clinics. The Psychiatrist will collaborate with a team of professionals both within the HCA, and with other County agencies with whom the programs partner with to ensure comprehensive care is provided. Additional job duties include, but are not limited to: conducting psychiatric evaluations on a scheduled or in a crisis situation, ordering lab tests, gathering medical, psychiatric, and social information from various sources, and creating treatment plans involving medication or other therapeutic approach.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES:
The ideal candidate will be certified in child and adolescent psychiatry by the American Board of Psychiatry and Neurology and have completed a two (2) year fellowship in child and adolescent psychiatry. Bilingual skills are highly desirable but not required.
