THE DEPARTMENT:The primary function of the Procurement Department within Strategic Sourcing and Support Services is to procure supplies, equipment, and materials through organized and collaborative approaches leveraging a targeted spend approach and directing suppliers in a manner that achieves costs savings across the University, and supports the teaching and learning environment in a Polytechnic higher education institution. This includes ensuring that the University complies with all contract rules and laws, as established by the government, including the State of California and the Chancellor's Office.
DUTIES AND RESPONSIBILITIES: - Coordinates acquisition and contract processes, handling specification development, advertising, bid preparation, public bid openings, negotiation, analysis and contract awarding with signature authorization up to $50,000 with the flexibility to issue lower dollar purchase orders at the Procurement Manager's discretion. Responsibilities also include, but are not limited to, developing original specification, soliciting price quotes, communicating with vendors, purchasing a wide variety of commodities, generating purchase orders in the PeopleSoft system, and managing contract reviews and closures.
- Executing campus routine purchasing tasks, such as writing specifications, adhering to California State Statutes and Codes, and utilizing computer-based processes for recording and documenting purchasing activities.
- Reviews, negotiates, and executes complex agreements in particular software licensing, software subscription, software as a service, software as a platform. This review includes focus on detailed language for warranty, limits of liability, and indemnification clauses.
- Works closely with lead in the review and recommendation of actions.
- Works with University Financial Services, Distribution Services, campus community, state agencies, and vendors to maintain positive working relationships and resolve items of concern including PeopleSoft transactional entries.
QUALIFICATIONS: - Equivalent to an undergraduate degree in purchasing, marketing, accounting, business, or other appropriate field. Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.
- Equivalent to two years purchasing experience at a level equivalent to Buyer I with background in areas such as formal competitive bidding processes, development of contracts, service agreements, leases, or other written legal agreements.
- Driver License, Valid and in State Valid CA Driver's license with insurance.
- Thorough knowledge of: principles of purchasing and procurement policies, methods and procedures, including the administration of formal competitive bid cycles according to the California State Statutes and Codes; general knowledge of contract development procedures and practices; thorough knowledge of, or the demonstrated ability to learn quickly, a variety of CSU policies, practices, and formats for common contracts, service agreements and leases, as demonstrated by: Ability to: develop, interpret, and apply accurate, multiple, and precise procurement specifications; analyze bids and administer the bidding process; keep financial records; demonstrate creativity in developing cost-saving buying practices; maintain currency regarding business trends and market changes; establish and maintain cooperative working relationships with vendors and with faculty, students, administrators, and members of the general public; read and write clearly in English, comprehend and apply California State Statutes and Codes as well as contract language; perform product research; make comparisons of cost data; and, depending on assignment, plan and lead the work of others. Ability to use a computer is very desirable.
PREFERRED QUALIFICATIONS:C.P.M. certification, CSU and state purchasing experience preferred, PeopleSoft Experience.

CSU Classification Salary RangeThis position is part of the CSUEU bargaining unit 7. The CSU Classification Standards for this position are located on the CSU Classification Standards website . The CSU Salary Schedule is located on the CSU Salary Schedule website . The classification salary range for this position according to the respective skill level is: minimum $4,313 and maximum $7,806 per month. Please refer to the anticipated hiring range for the appropriate salary rate for this particular position.

University Driving RequirementPositions that require driving for university business by using a personal or state vehicle must comply with the Authorized University Driver Policy. Driving records are monitored and evaluated by the Risk Management Department. The Risk Management Department evaluates a good driving report based on the following criteria. The driver must: 1. Have a valid California or other State Driver’s license. 2. Have no more than 3 motor vehicle violations or been the cause of 3 accidents in a 12-month period (or any combination of 3 thereof) 3. Not have more than 3 DMV Points, if their license is Class C or, 4. Not have more than 5 DMV Points, if their license is Class A, B, or C with endorsements.
