Vacation & Sick Leave At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally,
employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service). Holidays The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.
Retirement This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.
Primary Duties and ResponsibilitiesGENERAL PURPOSE: Under general supervision, administers and manages a program whose scope of complexity includes regular and complex formal/informal and emergency procurements and supervises Procurement staff. This position reports to the Chief Financial Officer and is responsible for the effective and efficient management of all procurement activities of the City in conformance with Procurement Policies and Procedures, Federal Statutes, Arizona Revised Statutes, and other appropriate regulations.
PRIMARY DUTIES AND RESPONSIBILITIES: The following duties

- Leads and manages activities; develops goals and objectives; manages staff; and prepares and monitors special projects.
- Manages the work of professional procurement staff independently performing complex formal and informal procurements. Prioritizes and assigns work, and ensures staff is trained and follows policies and procedures. Conducts performance evaluations, recommends hiring and disciplinary determinations.
- Responsible for the City's contracting and buying processes. Reviews contracts, solicitations, bid protests and prepares oral and written responses. Interprets and evaluates contract provisions.
- Ensures compliance with applicable rules, regulations, policies and procedures; coordinates the establishment and review of procurement operating policies and/or procedures.
- Establishes division goals and objectives; demonstrates a continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide seamless service.
- Assists in developing and maintaining short and long-term strategic plans and coordinates division efforts.
- Oversees the planning and development of new contracts for products, construction, and services. Writes complex specifications, solicitations, reports and correspondence.
- Demonstrates a continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide seamless service.
- Establishes and maintains effective working relationships with other departments; assists other departments with programs and activities; ensures delivery of high-quality customer service; works with other departments to solve purchasing issues; provides interpretations of financial policies and procedures.
- Participates in coordinating the exchange of information within the organization, with external agencies and with the public.
- Exercises considerable initiative and independence in managing the overall day-to-day activities of the Purchasing Division.
- Assists in developing and administering the department budget; approves expenditures within established guidelines.
- Ensures compliance of City operations with funding stipulations for contracting as well as federal, state, and local procurement and contracting laws.
- Performs other duties as assigned or required.
Minimum Qualifications & Position RequirementsEducation and Experience: Bachelor's degree in a related field, five (5) years of public procurement experience, and three (3) years of supervisory or lead experience directly related to the area assigned; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Possess Certified Procurement Professional and Certified Purchasing Manager designations. Additional education cannot be substituted for experience.

- Develop, evaluate, recommend, and implement processes and procedures
- Interpret and apply local, state and federal laws and regulations
- Research and resolve discrepancies
- Prioritize, coordinate, and execute multiple tasks simultaneously
- Analyze complex information

- Develop and deliver training to staff

12-Month Goals:- Finalize city-wide strategic goals for procurement
- Shorten procurement processing time (requisition to PO) by 20% to 50%
- Increase city contract utilization by 20%
- Each team member completes one certification in professional development
- Achieve 100% compliance with procurement policies.
- Build strong customer service relationships with both internal and external customers
Additional InformationSpecial Requirements: Must possess and maintain a valid Arizona Driver’s License. Must successfully pass a background and credit check.
