Finance Director
Description
Serve as the City’s financial advisor to the City Manager on all fiscal matters.
Direct and oversee all functions of the Finance Department, including:
General ledger accounting, accounts payable/receivable, journal entries, and reconciliations.
Payroll administration and compliance with wage and benefit laws.
Utility billing and collections.
Municipal Court financial operations.
Purchasing, procurement, bidding, contracts, and compliance with City policy and state law.
Budget development, monitoring, and reporting for operating and capital budgets.
Cash management, investments, and bank transfers in compliance with the Public Funds Investment Act.
Debt issuance and debt service compliance, including coordination with financial advisors and bond counsel.
TIRZ and PID financial administration, working with consultants and developers.
Capital asset tracking and financial reporting for projects.
Manage the preparation of timely monthly, quarterly, and annual financial statements, including the Annual Comprehensive Financial Report (ACFR).
Serve as primary liaison to external auditors; coordinate the annual audit process and ensure accurate work papers and schedules.
Develop, recommend, and enforce financial policies, procedures, internal controls, and best practices.
Analyze financial data and trends; prepare and present forecasts, reports, and recommendations to management and Council.
Calculate the City’s tax rate in coordination with the County Tax Assessor-Collector and Appraisal District.
Ensure compliance with GASB standards, generally accepted accounting principles (GAAP), state laws, federal regulations, and City ordinances.
Supervise and mentor Finance Department staff; assign and review work, conduct evaluations, and ensure training and professional development.
Coordinate with other City departments on budget, purchasing, and financial issues; provide guidance and support to ensure compliance with City financial policies.
Represent the Finance Department in meetings with staff, City Council, external agencies, and the public.
Demonstrate professionalism, courtesy, and confidentiality in all interactions.
