ABOUT THE POSITION
This management role leads and oversees major functions within the Engineering Division of the Development Services Department. Responsibilities include planning, organizing, and managing capital improvement project design and delivery, private development review, engineering permits and inspections, and sustainability and environmental programs such as stormwater, sewers, solid waste, and climate action initiatives. The position works closely with the City Engineer to manage staff and resources, improve organizational productivity and customer service, and provide expert support on complex projects, policies, and both short- and long-term planning efforts.

This is a highly responsible management classification requiring independence, initiative, and discretion in decision-making. The position coordinates activities with other City departments and outside agencies, ensures compliance with regulatory requirements, and advances the City’s infrastructure and sustainability goals. It also provides leadership in developing and implementing policies, managing budgets, evaluating programs, and supervising professional, technical, and clerical staff to achieve high-quality results for the community.

ABOUT THE DEPARTMENT
The Development Services Department is responsible for all development within the City of Los Altos. The department includes Building & Safety, Business Licensing, Code Enforcement, Engineering, Housing, Planning & Zoning, and Sustainability. The Engineering Division, encompasses land development, transportation, sewers, stormwater and the sustainability.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, as well as to conduct field inspections of capital improvement projects; to operate a motor vehicle and visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required including construction sites. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 40 pounds.

ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees work in the field when inspecting construction sites and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing divisional and departmental policies and procedures.

WORKING CONDITIONS

City employees are expected to work overtime, weekends, evenings, and holidays as required to accommodate the City’s needs, as assigned.
