POSITION PROFILE

The City of Houston has multiple departments and external partners such as TxDOT and METRO that work together to align and implement Mayor John Whitmire’s transportation priorities. The mayor’s focus is on creating and maintaining a reliable transportation infrastructure that carefully balances current and future mobility needs, responsible use of funds and available right-of-way. The role of the Transportation Planner IV is to maximize the value of the City's multimodal transportation system to create a safer transportation network, support ongoing development, and improve quality of life equitably across the city. This requires in depth knowledge of transportation planning, community engagement, and overall project management to ensure plans result in implemented projects.

There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS :

Requires well-developed knowledge of transportation planning principles, practices, and policies; as well as in-depth knowledge within one or more planning specialties. Knowledge of this level is typically obtained through experience and a Bachelor’s or Master’s degree in Urban Planning, Transportation Planning, Civil Engineering, Geography, Public Policy or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

EXPERIENCE:

Six years of progressively responsible planning experience required, with at least two years of professional transportation planning experience.

A Master’s degree in Urban Planning, Transportation Planning, Civil Engineering, Geography, Public Policy or closely related field may be substituted for two years of experience.

PREFERENCES

Preference will be given to individuals with advanced knowledge of transportation planning principles, practices, and policies, along with in-depth expertise in one or more urban planning disciplines. Candidates should have experience working with federal, state, or local planning regulations related to transportation planning and programming, as well as direct engagement with regional partners such as H-GAC, METRO, TxDOT, and Harris County. Familiarity with TIRZ and Management Districts is also preferred. Proficiency in data analysis and GIS is essential, along with strong project management, leadership, problem-solving, and analytical skills. Excellent written and verbal communication abilities, attention to detail, and strong time management and organizational skills are preferred. The ability to manage multiple projects under tight deadlines, propose innovative solutions, and successfully collaborate with diverse stakeholders is critical.

In terms of personality traits, the ideal candidate will be disciplined, self-responsible, reliable, and results-oriented, with a positive outlook and a strong focus on high-quality work and customer service. They should be forward-thinking, able to critically assess their own performance, and motivated to learn new competencies and skills. Professionalism and the ability to represent the Department effectively to a wide range of audiences are key, as is adaptability and strong collaboration skills. The candidate should be comfortable working with mid-to-high-level executives and elected officials, while also managing and supervising employees in an effective, efficient, and fair manner. This includes setting appropriate expectations, providing necessary training, and delegating responsibilities to staff to achieve desired goals.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
