Description

The Missouri Department of Mental Health, Division of Administrative Services, seeks a Program Manager to be located in Jefferson City, Missouri. This position will be a part of the Department’s Medicaid & Reimbursement Unit which is an integral part of the Department’s Medicaid programs.

The base salary offered for this position is up to $95,351.00 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.

The Medicaid & Reimbursement Unit works closely with the Department of Mental Health Divisions and the state Medicaid authority, MO HealthNet, to ensure all federal and state requirements are met. This position focuses on the overall management of revenue with the Division of Developmental Disabilities Medicaid programs to address and transform system gaps. The successful incumbent will assist with Program Development and Administration of Medicaid programs by:



A successful candidate must possess a Bachelor’s degree in accounting, finance, or closely-related field with five or more years of experience in fiscal management, Medicaid program development and implementation, and understanding federal and state regulations surrounding Medicaid programs (substitutions may be allowed). Two or more years of Medicaid program management and program analysis experience is preferred.

This position does not directly supervise, but provides direction, coordination, and guidance to Department Divisions. Therefore, the position requires excellent verbal and written communication skills; the ability to manage, organize and collaborate across multiple projects; ability to work closely with others; ability to problem solve complex issues; ability to interpret and apply regulations, agency policies, and procedures related to fiscal and program management and procedures; ability to prepare, review and analyze financial documents with accuracy and attention to details; ability to present information in a clear and concise manner; ability to evaluate federal and state initiatives to determine overall impact on fiscal activities and determine effective course of action; ability to adapt to changing regulations and situations; skill in drafting proposed fiscal and program policies and practices, and identifying potential impact; skill in providing clarification of technical financial issues in an understandable manner; and well-developed analytical skills.
