An Economic Development Coordinator job is available with the City of Fort Worth Economic Development Department. The selected candidate will assist with the implementation of programs and projects focused on strategic development and revitalization. The Economic Development Department pursues high-wage job growth and a more sustainable tax base and has a commitment to "quality of place" throughout the community. The incumbent is responsible for implementing those strategies specific to redevelopment and revitalization, as identified in the updated 2022 Economic Development Strategic Plan and the Full-Strength Fort Worth revitalization strategy. Primary duties will include implementation of strategies to promote redevelopment of our Tax Increment Financing (TIF) districts that overlay with our Revitalization Target Areas (RTA) - creating enhanced quality of life and attracting mixed-use and commercial development. Primary duties will be to identify market gaps and leverage assets needed to spur economic development and enhance quality of life, and work with area stakeholders, landowners and developers to bring needed redevelopment and businesses to the TIF. You will be coordinating across the city to align policy and leverage resources, conduct financial analysis of TIFs viability and performance, and actualize, analyze and negotiate real estate deals for out TIFs and RTAs. The selected candidate will also be involved in supporting and advancing our Main Street America program - a community-led economic development effort in our RTAs guiding them in economic development, nonprofit, and revitalization best practices and principles.
Minimum Qualifications: - Bachelor's degree from an accredited college or university with major course work in Business Administration, Public Administration, Economics, or Political Science and four years of related experience in economic, community, or business development, or a related field.
- Four (4) years of experience in economic/community development, real estate finance or related field
- Proficiency in Microsoft Office, with experience in data and project management tools such as but not limited to Salesforce, Placer.ai, CoStar, and GIS for demographic, market, and economic analysis preferred
Preferred Qualifications: - A Master's Degree in Business or Public Administration, Economic and Community Development, Urban and Regional Planning, Real Estate Finance, or related field
- A Certified Economic Developer (CEcD) designation, Economic Development Finance Professional (EDFP) designation or a certificate from the University of Oklahoma Economic Development Institute (OUEDI), or a certificate from the TCU Advanced Economic Development Leadership (AEDL) program
- Strong financial and/or real estate development understanding and analysis skills including a demonstrated ability to evaluate gap financing or conduct financial benchmarking, fiscal analysis, or cost-benefit analysis
- Experience working with and implementing Tax Increment Reinvestment Zones (TIRZ) and other tax abatement and grant programs to support development projects
- Experience working with Main Street America framework and transformation strategies and/or urban planning and redevelopment including placemaking strategies, zoning and land use policies and proven ability to engage stakeholders including residents, businesses and/or government agencies to build partnerships and achieve goals
- Strong project and program management skills with the ability to work across departments or organizations and manage multiple projects independently in fast paced environment
- Experience working with startup non-profit boards
The Economic Development Coordinator job responsibilities include: - Advance the outlined strategies and project and financing plans (PFPs) of our TIF districts - particularly the ones created for revitalization efforts in East & SE FW
- Catalyze, analyze and negotiate real estate development projects, analyze financial gap, conduct cost-benefit analysis, and make recommendations based on analysis for economic development related incentives such as TIF financing or tax abatements.
- Maintain financial oversite, analysis and projections for current or new proposed TIFs
- Negotiate terms and conduct contract compliance reporting associated with redevelopment, programs, and placemaking initiatives
- Provide direct support, contract compliance and guidance in the implementation of strategic revitalization projects and to help build community capacity for the start-up, place-based nonprofits with the Main Street America program;
- Cultivate and sustain strong relationships with residents, businesses, developers, nonprofits, and government officials to align revitalization efforts with community needs;
- Represent the City, prepare and deliver presentations and reports for diverse audiences, including TIF/TIRZ boards, City leadership, and community organizations and meetings.
