LEGISLATIVE AFFAIRS SPECIALISTDepartment: Office of City ManagerPay Grade: 111FLSA Status: Non-ExemptPersonnel Status: Regular Full-Time JOB SUMMARY This position is responsible forassisting in the City’s efforts to responsively track, coordinate and respond to pending legislation, regulatory activity and funding opportunities at the state and federal levels, public records requests, for providing research and analysis relevant to City policies and practices, and, as part of the Communications and Legislative Affairs team, for assisting in providing information to the public through print and multimedia formats. This position reports to the Director of Communications and Legislative Affairs.
ESSENTIAL JOB FUNCTIONS - Works with all departments to coordinate responses to public records requestions.
- Tracks and analyzes state and federal legislative and regulatory activity as well as funding opportunities.
- Keeps key personnel in all departments informed of the status of state and federal legislative and regulatory activity.
- Assists in the creation, packaging, and dissemination of city information for elected officials at the state and federal levels.
- Assists in the packaging and dissemination of information to the public.
- Performs other related job duties as assigned.

QUALIFICATIONS Education and Experience: Bachelor’s degree or equivalent; one (1) to three (3) years’ experience; or an equivalent combination of education and experience.
Special Qualifications: - Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated.
Knowledge, Skills, and Abilities: - Knowledge of City and departmental rules and regulations.
- Knowledge of governmental and legislative affairs principles and practices.
- Knowledge of publication design and production principles.
- Knowledge of Alabama public records laws.
- Knowledge of local government operations, policies and plans, and modern office practices and procedures.
- Knowledge of the practices and procedures of the Alabama state legislature and U.S. Congress.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
- Skill in research and analysis.
- Skill in the preparation and presentation of accurate and reliable reports.
- Skill in using computers for data entry, word processing, and/or accounting purposes.
- Skill in the use of small office equipment, including calculators, copy machines or multi-line telephone systems.
- Skill in effective communication, both orally and in writing.
- Ability to meet and deal with employees and the public in an effective and courteous manner.
- Ability to get along with others and work effectively with the public and co-workers.
- Ability to deal with confidential and sensitive matters.
- Ability to use computers for data entry, word processing, and/or accounting purposes.

PHYSICAL DEMANDS The work is sedentary work, which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Work is typically performed while sitting, standing, walking, bending, or crouching. The employee uses tools or equipment requiring a high degree of dexterity and distinguishing between shades of color.
WORK ENVIRONMENT The work is typically performed in an office environment and various outdoor environments, occasionally in cold or inclement weather.
