Description

Responsible for the overall program direction and coordination of the Missouri Military Funeral Honors Program (MMFHP). Works directly under the Director of MMFHP to ensure program compliance with State Statutes, National Guard Bureau (NGB) requirements and Missouri National Guard policies and Standard Operating Procedures (SOPs). Ensures all military funeral honors requests throughout the State are properly coordinated, executed and reported. Annual and Sick Leave along with Military Leave if currently in the Missouri National Guard or Reserves.

J o b L o ca ti on: This position will be located at 2302 Militia Drive, Jefferson City, MO 65101.

• Implement and oversee the statewide operation for military funeral honors.

- Implement and ensure compliance of military funeral honors policies, SOP's and objectives in coordination with the Director, Director of State Resources and the Military Authority.

- Ensures all requested honors are provided to Veterans and Service Members in accordance with State and Federal law.

- Serves as point of contact and advisor for questions regarding Military Funeral Honors.

- Coordinate with all providers, (Active Component, VSO, National Guard Unit, and/or State Honors Team) to ensure all services requested within the State of Missouri are provided.

- Supervise and oversee the regional trainers regarding training of all Honor Guard teams, VSO's and National Guard Units that request training.

- Conduct regional training visits and inspections of training and services being conducted throughout the State of Missouri.

- Ensures proper decorum for MFH including trained personnel, implementation of standardized MFH procedures, dignified and respectful honor guard details, professional dress and appearance, synchronization of movement, and regular quality control of funeral details.

- Perform as a Team Leader / Member in the performance of a funeral honors ceremony.

- Perform duties of the Director as required or directed.

• Manages Federal and State budget for the Military Funeral Honors Program.

- Maintains MFH Database. Tracks the number of services for MFH, tracks the completion of all missions, and ensures proper personnel are assigned to each funeral.

- Prepares pay documentation for MFH. Prepares Transmittal Letters's (TLs) for pay, ensures pay is followed up and paid on time, and researches and corrects any pay errors.

- Ensures travel claims for all teams are processed in an appropriate time frame and with the appropriate agency.

- Assist in the development of the Funeral Honors State and Federal Budget.

• Oversees and ensures compliance on accountability and maintenance of assigned funeral honors equipment.

- Inspects and audits all Honors Area and Team property books on an annual basis. Ensures property is accounted for and well maintained.

- Ensures program vehicles are maintained according to specified guidelines to ensure the safety of team members as they drive to and from missions.

• Implement and inspect Funeral Honors Physical Security program.

- Review and suggest changes to Physical Security SOP as necessary.

- Ensure compliance with this SOP during all visits.

• Presents program information to civic organizations, state, and national government groups.

Minimum Qualifications

• Working knowledge of military structure, capabilities, and procedures.

• Working knowledge of the principles and practices of office organization and management.

• Possess and maintain a current Missouri Driver’s License.

• Ability to manage multiple teams with diverse duties and responsibilities and maintain a military atmosphere.

Preferred Qualifications

• Current or prior Senior Non-Commissioned Officer or Field/Company Grade Officer.

• Ability to understand and carry out complex oral and written directions and to maintain complex records.

• Ability to function in a high stress environment involving multi-tasking requirements.

• Ability to communicate effectively.

• Ability to establish and maintain effective working relationships with internal and external agencies.

• Current or Retired Service Member (Honorably Discharged)
