Description

Under direction, the incumbent is responsible for development plans and documentation to support federal and state affordable housing and homelessness initiatives, including programs administered by the U.S. Department of Housing and Urban Development (HUD) and the State of California. The incumbent also administers grant funding through activities including contract development, reimbursement processing, compliance monitoring, and related duties as assigned; and performs related work as required.

AGENCY/DEPARTMENT: County Executive Office - Community Development
Management Analyst II is a Management classification and is not eligible for overtime compensation. Incumbents are eligible for benefits at the MB3 level.

The eligible list established from this recruitment may be used to fill current and anticipated future Regular (including Temporary, Fixed Term), Intermittent, or Extra-Help vacancies for this position only. There is currently one (1) Regular Full Time vacancy within the County Executive Office.

EDUCATION, TRAINING, and EXPERIENCE

Any combination of education, training, and experience that has led to the acquisition of the required knowledge, skills, and abilities.

A typical combination of education, training, and experience would be the equivalent of a Bachelor's degree in Business, Public Administration, or a related field AND two (2) years' experience working with funding for affordable housing and/or homelessness programs.

Knowledge, Skills, and Abilities:

Thorough knowledge of: Federal and state funding and compliance requirements for housing and homelessness programs; project and program management principles; affordable housing and homelessness programs; analytical techniques, contract and grant administration, fiscal analysis, community and public relations, research methods, and management theory, practice, and systems.

Ability to: Lead and coordinate complex projects or initiatives; evaluate program effectiveness and recommend improvements; interpret and apply rules, regulations, policies, and procedures; distill large volumes of information to identify and apply relevant data and insights that align with program objectives; communicate effectively orally and in writing; establish effective working relationships with management, employees, public and private representatives, and municipal, state, and federal representatives; and analyze information and formulate recommendations.

Skill in: Word, Excel, and federal reporting systems; project management tools or platforms.

SUPPLEMENTAL QUESTIONNAIRE - qualifying: All applicants are required to complete and submit the questionnaire for this examination at the time of filing. APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue through the screening and selection process.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

A thorough pre-employment, post-offer background investigation, which may include inquiry into past employment, education, criminal background information, and driving record, may be required for this position.
