What We Offer:The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:
- Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree that is not required for the classification.
- Annual Leave Redemption - the ability to "cash in" or redeem up to 100 hours of Annual Leave per year. A candidate selected for this position will earn 208 hours per year, increasing to 288 hours after 5 years of service.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
- Flexible Credit Allowance - This is a bi-weekly amount available to Regular employees for the purpose of purchasing medical, dental, and/or vision insurance from a group of authorized plans. Employees may also participate in the Flexible Spending Accounts, which increase their spending power by reimbursing them with pre-tax dollars for IRS-approved dependent care and health care expenses.
- Pension Plan - Participation in the County's defined benefit pension plan.
- Holidays - 12 paid days per year, including an annual floating holiday.
DescriptionUnder direction, the incumbent is responsible for development plans and documentation to support federal and state affordable housing and homelessness initiatives, including programs administered by the U.S. Department of Housing and Urban Development (HUD) and the State of California. The incumbent also administers grant funding through activities including contract development, reimbursement processing, compliance monitoring, and related duties as assigned; and performs related work as required.
AGENCY/DEPARTMENT: County Executive Office - Community Development
Management Analyst II is a Management classification and is not eligible for overtime compensation. Incumbents are eligible for benefits at the MB3 level.
The eligible list established from this recruitment may be used to fill current and anticipated future Regular (including Temporary, Fixed Term), Intermittent, or Extra-Help vacancies for
this position only. There is currently one (1) Regular Full Time vacancy within the County Executive Office.
Examples Of DutiesDuties may include, but are not limited to the following:
- Interprets and applies rules, regulations, policies, and procedures related to affordable housing and homelessness programs;
- Assists in the analysis, development, and implementation of proposals, policies, procedures, contracts, and operations for affordable housing and homelessness programs;
- Reviews requests and inquiries from internal and external agencies regarding program compliance and determines appropriate action;
- Consults with County departments, public and private agencies, non-profit organizations and municipalities, state and federal agencies regarding implementation of affordable housing and homelessness programs;
- Conducts research and policy development, designs and implements management systems, supports program and project execution, and prepares written and oral reports to inform decision-making and evaluate outcomes;
- Provides specialized support in fiscal analysis and budget preparation, grant and contract administration, completion of targeted studies and reports, and development of programs and special projects ;
- Interacts with staff in various agencies to ensure fiscal and federal program compliance;
- May serve as the lead on special projects and programs;
- Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE Any combination of education, training, and experience that has led to the acquisition of the required knowledge, skills, and abilities.
A typical combination of education, training, and experience would be the equivalent of a Bachelor's degree in Business, Public Administration, or a related field
AND two (2) years' experience working with funding for affordable housing and/or homelessness programs.
NECESSARY SPECIAL REQUIREMENTS:- Intermediate proficiency in Microsoft Word and Excel
- Must be willing and able to travel throughout the County of Ventura and neighboring counties.
- Experience with grants and contract management
- Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED:- Some familiarity with federal reporting systems such as, Integrated Disbursement and Information System (IDIS) or eLOCCS.
Knowledge, Skills, and Abilities:
Thorough knowledge of: Federal and state funding and compliance requirements for housing and homelessness programs; project and program management principles; affordable housing and homelessness programs; analytical techniques, contract and grant administration, fiscal analysis, community and public relations, research methods, and management theory, practice, and systems.
Ability to: Lead and coordinate complex projects or initiatives; evaluate program effectiveness and recommend improvements; interpret and apply rules, regulations, policies, and procedures; distill large volumes of information to identify and apply relevant data and insights that align with program objectives; communicate effectively orally and in writing; establish effective working relationships with management, employees, public and private representatives, and municipal, state, and federal representatives; and analyze information and formulate recommendations.
Skill in: Word, Excel, and federal reporting systems; project management tools or platforms.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
