GENERAL DESCRIPTION :

Under the direction of the Marketing Manager, this position performs advanced (senior-level) marketing work, coordinating a variety of marketing, outreach, and economic development activities. Digital Marketing Specialist oversees and manages the Department's digital communications programs to ensure TPWD delivers relevant and timely email and text content to more than 3 million agency customers and constituents. This position is responsible for developing, implementing and tracking the effectiveness of email, text and social media marketing campaigns that drive revenue and increase awareness of agency programs, sites, products and initiatives. This position manages the Department's email services and CRM contract. This position will work with department content creators to adapt existing content for email and/or text content and works collaboratively with the in-house creative and web teams on graphics and web landing pages. Other responsibilities include maintaining a master email, text and paid social media campaign calendar; providing training and ongoing guidance to agency "email topic administrators;" and fulfilling sponsorship/advertising email deliverables. This position also provides guidance to department transactional systems that use email, text and/or paid social media to ensure consistency and best practices. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications:

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a bachelor's degree in Marketing, Advertising, Communications or a closely related field.

Experience :

3 years of experience in email and/or digital marketing field.

NOTE: Experience may have occurred concurrently and include internships.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid Class "C" Texas driver's license.

PREFERRED QUALIFICATIONS :

Experience :

5 years of experience in marketing, with a minimum of 3 years in email and digital marketing.

Experience developing and tracking results from revenue-generating email marketing efforts

Experience in copywriting for marketing.

Experience managing an email and/or CRM services provider contract

Experience in project management.

Experience writing, building and sending marketing emails.

Experience in paid and unpaid social media

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of digital marketing system operations, best practices and strategies.

Knowledge of developing email marketing test plans

Knowledge of the principles and practices of marketing.

Knowledge of developing sponsorship proposals

Knowledge of State of Texas purchasing policies and procedures.

Skill in developing revenue-generating digital marketing campaigns.

Skill in one or more email communications systems.

Skill in effective verbal and written communication.

Skill in UI/UX email design for marketing purposes.

Skill in working with creative and web teams to develop marketing materials, graphics and campaign landing pages.

Skill in using social media such as Facebook, Twitter, Instagram and Pinterest for marketing purposes.

Skill in project management, including creating and tracking timelines and budgets and keeping supervisor and others informed and coordinated.

Skill in locating and compiling research and other marketing related information.

Skill in maintaining accurate records and files in hardcopy and electronic formats.

Skill in writing advertising and promotional copy, including copy for web pages.

Skill in adapting content from magazine, web and video for emails and e-newsletters.

Skill in using online campaign reporting tools such as Meta Analytics and Matomo;

Skill in creating, maintaining and entering information into databases.

Skill in meeting deadlines.

Skill in developing and giving presentations to communities or other stakeholders.

Skill in effective communication with staff at all levels of the department and other state agencies and organizations.

Skill in establishing and maintaining effective work relationships with work-related contacts.

Skill in using MS Word, Excel, PowerPoint, and Outlook.

Ability to develop marketing strategies and a marketing or communication plan.

Ability to perform attention to detail spreadsheet and database input.

Ability to create and prepare accurate, concise reports.

Ability to proofread written communication for correct grammar and accurate URL links.

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; alternative work schedule may be available.

Must conform to TPWD dress and grooming standards, work rules and safety procedures.

May be required to operate a State vehicle.

Required to travel up to 10% of time with possible overnight stays.

Non-smoking environment in State buildings and vehicles.
