Summary Minimum starting salary: $70,000.00 annually - Depending on qualifications Minimum Qualifications Required: - H.S. Diploma or GED equivalent and 4 years of business, local government, or non-profit sector experience, or
- An Associate's degree in business , Public Administration, Management, or a related field and 2 years of business, local government, or non-profit sector experience, or
- A Bachelor's degree in business, Public Administration, Management, or a related field with no experience
Preferred: - Valid Texas Driver's License
- Public sector experience
Position Overview Under the general direction, the Management Analyst will be tasked with challenging, high-level City projects while performing duties in compliance with state and federal regulations and City policies and standards.
Essential Functions - Conducts analyses and research that supports the assigned department or division; makes recommendations for the solution of budgetary, fiscal, or operational concerns and issues.
- Provides assistance in resolving operational and administrative problems; identifies problem areas; conducts research to find alternative solutions; prepares reports to present and interpret data; makes recommendations; and completes forms, paperwork, or other administrative procedures in the implementation of programs.
- Coordinates purchasing activities to procure the most cost-effective supplies, materials, equipment, and services; purchases supplies, services, equipment, and materials for the department; oversees the preparation and evaluation of bids proposals, qualifications, and the selection of vendors.
- May recommend decisions within the limits of delegated authority and budgetary constraints on the selection of suppliers, acceptance of bids and proposals, and determination of the most cost-effective procurement method.
- Works on a variety of initiatives, including project management and process improvement.
- May implement program governance standards across the portfolio, including tracking, monitoring, and updating the status of program deliverables.
- Prepares City Council Agenda items and Council presentations for the department when requested.
- May receive and respond to complaints and questions; review problems and recommend corrective actions; prepare summary reports as required.
- Develops City codes, ordinances, policies, and procedures in assigned departments or divisions.
- Assists in coordinating, developing, and monitoring the assigned budget; compiles annual budget requests; monitors approved budget accounts; monitors department expenditures and purchasing activities; prepares purchase orders; receives and records invoices and fees; recommends fund transfers as needed.
- May maintain/input payroll timesheets and process payroll information.
- May maintain department files; research files and computer databases; collect and compile statistical data; develop and create a variety of technical and statistical reports; enter and retrieve data in records management systems, including responding to open records requests; update manual and computer records and tracking systems.
- Answers questions where judgment, knowledge, and interpretation of City policies, procedures, and regulations are necessary; responds immediately to inquiries and resolves problems and customer service inquiries within scope of authority.
