SUMMARY: Under general supervision of the Public Works Superintendent, supervises work crews performing field assignments throughout the City.Plans, prioritizes and assigns tasks and projects, monitors work, develops staff skill and evaluates performance, provides technical guidance, assistance and training, meets regularly with staff to discuss and resolve workload and technical issues, develops work plans and assures required deadlines are met.

Essential duties and responsibilities may include, but are not limited to, the following:

• Supervises staff; plans, prioritizes and assigns tasks and projects; monitors work; develops staff skills and evaluates performance; provides technical guidance, assistance and training regularly with staff to discuss and resolve workload and technical issues; develops work plans and assures required deadlines are met; reviews and verifies the accuracy and efficiency of work activities.
• Monitors the work of field crews to ensure safety practices are followed and whether necessary materials, supplies and equipment to perform their work projects.
• Ensures work crews follow appropriate safety procedures and wear safety protection gear.
• Prepares various documentation regarding field operations; forwards completed documentation to the Superintendent for review.
• Conducts field inspections to identify obstructions that are blocking the view of traffic.
• Conducts inspections to locate City streets that need pavement markings.
• Performs daily inspections to ensure all sign replacements are properly installed.
• Responds to emergency situations and assists police and fire personnel with street closures.
• Reviews completed work orders from work crews to ensure work projects are completed efficiently.
• Coordinates field operations during special events and participates in special events planning.
• Responsible for directing the Assistant Special Event Field Coordinator.
• May be required to investigate issues related to other divisions as a first responder until the needed division arrives.
• Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
• Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

• City organization, operations, policies, and procedures.
• Traffic sign installation and maintenance practices and methods.
• Pavement marking operations.
• Traffic control operations.
• Work zone control methods and practices.
• Safety regulations and procedures.
• Occupational hazards and safety precautions.
• Principles and practices of effective employee supervision.
• Texas local government codes.
• City geography.
• Business and personal computers, and spreadsheet software applications.

• Managing situations requiring diplomacy, fairness, firmness and sound judgment.
• Building effective work teams and providing efficient customer service.
• Supervising staff; delegating tasks and authority and providing coaching to improve staff performance.
• Understanding and applying City policies and procedures, and applicable federal and state regulations.
• Explaining City policies and procedures.
• Operating motorized vehicles and equipment.
• Using power and hand tools.
• Reading and understanding maps and blueprints.
• Establishing and maintaining cooperative working relationships with all levels within the City.
• Communicating effectively verbally and in writing.

MINIMUM QUALIFICATIONS:

High school diploma or equivalent; AND five years’ experience in traffic maintenance and control operations, including three years of supervisory experience; OR an equivalent combination of education and experience.

LICENSE AND CERTIFICATION:

• Possession of a valid Texas Driver’s License.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an outdoor work environment. May have exposure to dangerous machinery, extreme weather conditions, potential physical harm and hazardous chemicals. May be required to lift and carry items weighing up to 30 pounds.
