The current rate for this position is $2,641.66 semi-monthly. Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).
This is an advanced administrative and managerial position to be based at the Missouri Hills campus of the Missouri Division of Youth Services located in St. Louis County, Missouri. This position assists with leading, planning, coordinating, analyzing, and overseeing DYS services in the St. Louis Region. This position assists the higher level Program Manager (Regional Administrator) in leading, planning, coordinating, analyzing, and overseeing DYS services in the St. Louis Region.
The following tasks are the responsibility of the Program Manager:
- Oversight of Mo Hills campus security and the security services contract for the campus front gate. This includes ensuring security personnel are working their assigned shifts, checking timesheets to avoid being overcharged, serving as the security company supervisor contact.
- Coordinate with the Office of Administration-FMDC and the Central Office (CO) DYS Liaison on all facility maintenance; serve as MO Hills contact for the fire marshal when coordinating safety inspections.
- Serve as the St. Louis Region YouthLink contact assisting with the implementation, testing, and support of the case management system. This position will assist in training new employees and will answer questions, trouble-shoot problems when they arise.
- Facilitate MO Hills Surplus review, schedule local disposal and/or contact OA-FMDC for pick up. Track inventory to ensure a surplus does not occur.
- Direct supervision of the MO Hills campus rover team.
- Direct supervision of the Food Service Supervisor (FSS) at MO Hills. This includes assisting FSS with conducting team meetings, review of food service staff schedule to ensure it is completed correctly and posted timely and oversight of food services; staying within budget, working with CO fiscal unit when needed, menu planning, food orders, USDA.
- Serve as Prison Rape Elimination Act (PREA) liaison for the St. Louis region which includes working directly with DYS residential facilities, CO PREA Compliance Manager, and DYS HR Manager to ensure compliance with all PREA requirements during audit season and throughout the year.
- Work with the Division of Finance and Administrative Services (DFAS) facilitating audits by directly working with the auditors on DFAS inventory, assisting managers with paperwork/items needed for the audit.
- Responsible for providing general support services to the MO Hills Administration and two (2) Assistant Regional Administrators located at the MO Hills campus. This includes assisting with special projects, helping plan and organize campus events, serve on interview panels, making IDs for youth in the JOBS program, assisting with IT equipment or connectivity issues in the school or facilities, assisting with inventory.
- Assist in the MO Hills Campus computer lab and other facilities across the St. Louis region; providing technical support to users, onboarding/training new employees on how to: navigate through the system, utilize leave track, troubleshoot computer and wi-fi connectivity issues and manage the lab environment.
- Assess and monitor existing program practices and provide feedback and direction related to program planning, staff development, and program innovation as part of an ongoing program improvement and results-based planning process. Propose and implement changes to better meet the needs of youth and families, and enhance the outcomes achieved by DYS initiatives and programs.
- Review and make recommendations on state and program task requests pertaining to assigned programs and ongoing organizational development. Function in an advisory and support capacity for a wide variety of one-time and ongoing projects. These might include but are not limited to serving on inter-departmental evaluation committees and conducting or coordinating projects and initiatives. This requires the ability to make projections and communicate data in a meaningful way.
- Perform other duties as assigned.
Qualifications : A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in the following: Criminal Justice, Education, Psychology, Sociology, Social Work, Family and Child Development, Human Services, Counseling, Public or Business or Health Care Administration, or a closely related field;
AND Four or more years of professional experience in protective services for children; treatment and education of adjudicated juveniles; juvenile delinquency prevention programs.
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.) (Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned credit hours for one year.)
