Public Health Manager - STD/HIV
Description
Overview The Public Health Manager-STD/HIV ensures the success of the program by recruiting and retaining administrative, clinical, surveillance and disease investigation staff. This position is accountable for compliance, reporting and outcomes for the program and maintains general and grant budgets. This role ensures responsible purchasing using general and grant monies. The incumbent coordinates educational presentations with providers, partners, stakeholders and community organizations relating to STD/HIV topics.
Responsibilities • Oversees surveillance review and initiation of electronic and paper laboratory and provider reports
• Ensures suspect and confirmed cases of syphilis and Human Immunodeficiency Virus are identified
• Gives directions to disease investigators for field record assignments
• Approves/disapproves field records and case dispositions applied by disease investigators
• Investigates birth and death vital statistic matches for case reporting
• Accounts for program indicators/outcome measures to state agencies
• Reports new initiatives, training and programmatic changes to state agencies
• Monitors the program indicators for targeted training opportunities
• Ensures that the program is successful at meeting grant-related deliverables
• Writes semi-annual and quarterly reports to state agency
• On-boards staff using the organization's and state agency's training modules
• Ensures annual compliance training is completed by STD/HIV staff
• Maintains secure environment for protected health information
• Meets regularly with state agency counterparts for program bi-weekly and monthly calls
• Navigates audits of clinical charts and disease investigations
• Defines employment criteria for administrative, surveillance, disease investigation and clinical staff
• Coordinates interviews with prospective employees and conduct reference checks
• Coordinates ongoing team meetings, 1:1 meetings and training opportunities for staff
• Coaches staff and write performance improvement plans, as necessary
• Submits budget renewal information to grantor on an annual basis
• Reconciles inventory of office and clinical supplies to ensure stabile business environment
• Coordinates purchase of clinical and office supplies
• Approves travel and budget expenses related to travel for staff
• Coordinates presentations related to STD/HIV topics to local providers, partners, community organizations and educational organizations
• Hosts nursing students on clinical rotations to offer optimal experience
• Creates and presents content to statewide partners
Position Type and Typical Hours of Work• Exempt - Full-Time-Monday-Friday-8:00am-5:00pm
• Must be available to work additional hours as needed
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications • Bachelor's Degree (BA/BS)
• Four (4) years of experience
Licenses and Certifications Required• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring
Required within six (6) months of hire
• Basic Life Support / CPR training
• Defensive Driving
• Privacy, Confidentiality and Cybersecurity
Required within one (1) year of hire • Fundamentals of Sexually Transmitted Disease Intervention (DIS) certification
• First Line Supervisor (FLS) certification

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
