Summary

Are you looking for a great opportunity to join a fast paced and dynamic team that supports multi-benefit capital projects to implement initiatives, like Clean Water Healthy Habitat , that support salmon recovery, water quality, and the communities we serve. Established in 2024, The Capital Delivery Section works with individuals, communities, non-profits, tribal entities and other governments to deliver world-class stormwater management, flood risk reduction, habitat restoration, and fish passage projects.

In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future Administrative Specialist III positions throughout the Department of Natural Resources & Parks (DNRP) over the next six (6) months .

About the Role:
The Capital Delivery Section of the Water and Land Resources Division is seeking an Administrative Specialist III to provide support for the section and leadership team, which includes the Section Manager and support staff, Unit Supervisors, and the unit workgroups. In this role, you will provide a broad and varied range of administrative services, such as supporting budget and financial requests, problem solving, processes procedure and improvement development and general administrative functions for the section.

This position follows a hybrid work model, blending remote and in-person work.
About the Team:
The Water and Land Resources Division is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face climate change. We are a dedicated workforce of more than 400 supported by an annual budget of ~$250 million. WLRD has a strong track record of developing innovative strategies for protecting working farms and forests, restoring habitat, protecting water quality, and ensuring people have equitable access to green space. We reduce flood hazards, manage stormwater facilities, and reduce toxic threats. Our Environmental Lab and Science section maintain high-quality data sets used in long term-water quality trend analysis and use Best Available Science to inform decision making. We house three salmon recovery forums and support the Land Conservation Initiative, which will preserve our last, most important natural lands and urban green spaces over the next 30 years. Our forestry and agricultural programs help people protect their lands and support local food production.

The Water and Land Resources Division (WLRD) is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face of climate change. WLRD has a strong track record of developing innovative strategies to protect working farms and forests, restore habitat, improve water quality, and provide county residents with equitable access to green space. We house the Land Conservation Initiative, which aims to preserve our last, most important lands. Our forestry and agricultural programs help individuals protect their lands and support local food production.We house four salmon recovery forums where we collaborate with scores of partners to plan, design, and build habitat projects. We partner with regional jurisdictions to help residents and businesses reduce the threats posed by production, use, storage, and disposal of hazardous materials. We are the primary service provider to the King County Flood Control District, contributing to flood preparedness and constructing and maintaining facilities that restore rivers and reduce risk. Our one true local service to unincorporated King County is stormwater management, protecting water quality, reducing flooding, and building and maintaining facilities. Finally, we provide regional science and laboratory services to an array of customers, maintaining high-quality data sets used to assess water quality and habitat trends, and provide Best Available Science to inform decision making. In two words, we are a watershed utility.

Job Duties

What You Will Be Doing:

• Support Section in general purchasing (ordering general office supplies and field equipment, training and license registrations) and invoicing (capital projects and maintenance related utilities and other services) needs, including expense and mileage reimbursements for employees, and process transactions in the Oracle software system. Assist with equipment and asset tracking and inventory.
• Compose, prepare, draft, summarize, proofread and edit a variety of documents to ensure conformance with appropriate use of the English language, specialized terminology, and established procedures and county standards. Perform complex word-processing tasks, including mail-merges, legal document production/preparation, maintenance and periodic updating of mailing lists and boilerplate documents. Route documents for electronic signature through Docusign and Adobe Acrobat.

• Utilize Microsoft’s Office 365 Cloud Suite (primarily SharePoint and Teams) to organize active electronic records that may include facility maintenance records, capital project files, technical program files, contracts, budgets, grants, payroll, legal documents and/or other records, as well as to track administrative processes and requests. Utilize King County’s Content Management System software to archive inactive records in accordance with King County’s records retention policies. Assist Administrator in process improvements and training staff in the use of these systems.

• Support other administrative services team members in customer service functions such as responding to public inquiries, onboarding new employees, and responding to staff inquiries regarding internal processes and procedures.

• Assist the Capital Delivery Section logistical needs with meetings such as meetings preparations, transcribing, note-taking, and scheduling assistance. This will pertain to support for WLRD sponsored meetings such as Annual Large Wood meeting, Cedar River Council, and Community open houses.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

• At least three years of general office experience providing administrative, technical, clerical and customer service support functions in a fast-paced environment.
• Ability to take initiative within the scope of the position; effectively plan, prioritize, and delegate workload on a daily basis while adapting to changes in a high-pressure fast-paced environment.
• Ability to work, make decisions, and remain a flexible team member in a team environment while working with and managing schedules of other staff.
• Demonstrated ability to communicate effectively, both in writing and verbally, to clarify and manage expectations, resolve problems, and build trust.
• Experience in purchasing, reconciling financial expenses and invoicing.
• Provide skilled support in preparation for section as well as public meetings, including scheduling, coordination, communication and material preparation.
• Basic working knowledge and skills using Microsoft Word, Excel, PowerPoint, Teams and Outlook.

• Knowledge of records management, and content manager systems.

Working Conditions:

• Remote and Onsite Work Details: The Capital Delivery Section works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change . The primary onsite location is King Street Center, 201 S. Jackson St, Seattle, WA 98104.
• Remote Work Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
• Work Schedule: This full-time position will work a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. The typical work schedule is 8:00 a.m. - 5:00 p.m. Monday- Friday. Work outside the typical work schedule including early mornings, evenings and weekends may be required from time to time.
• Union Representation: This position is represented by Teamsters Local Union Local 117.
