DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Oversee and coordinate personnel to analyze Wastewater Capacity Reservation (WCR) applications, Wastewater Capacity Reservation (WCR) name transfers, Wastewater Capacity Reservation (WCR) site to site transfers, shopping center approvals/denials, and Wastewater Capacity Reservation (WCR) revisions. The supervisor will coordinate with all staff to create Standard Operating Procedures (SOP) and implement new procedures for the Senior Plan Analyst Team. The supervisor will make schedules for employees to meet the demands of the workflow. The supervisor will be required to assign all Wastewater Capacity Reservation (WCR) applications, organize staff and delegate tasks to complete applications on time meeting the service level agreements. Review staff performance and access training needs. Enter data into the computer to issue Wastewater Capacity Reservation (WCR) letters.
Responsible for ensuring all letters are properly reviewed for accuracy prior to final signature. Prepare daily operational reports indicating absentees, daily assignments, pending letters, letter reviews, Q-flow and completed data entry. Interfaces with other technical disciplines and departments for code, ordinance and regulation enforcement. Consults architects, engineers, contractors and the public on preliminary Wastewater Capacity Reservation (WCR) application submittal, requirements, and related ordinance and procedures. Provide accurate and detailed feedback via phone or email and in person as it pertains to customer inquiries and concerns regarding the status of their applications. Assist with open records requests and perform special projects and all other duties as assigned.
WORKING CONDITIONS The position is physically comfortable most of the time with occasional periods of stooping, and/or light lifting of materials of up to 10 pounds.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a related Associate’s degree, such as Building Inspection, or the equivalent.
EXPERIENCE REQUIREMENTS Four years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed are required.
A Bachelor’s degree in Construction Management, Building Inspection, Architecture, Engineering or a closely related discipline may be substituted for the above education and two years’ experience requirement.
Two additional years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed may be substituted for the above degree requirements.
LICENSE REQUIREMENTS May require a valid Texas Driver License and compliance with the City of Houston policy on driving (AP 2-2).
PREFERENCESPreference may be given to applicants who have experience designing or reviewing plans for sanitary sewer and water utilities and/or proficiency using GIS; possess excellent technical writing skills, communication and research skills, and the ability to interpret and explain City procedures.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED: None
