Essential Job Functions As assigned to Public Works: - Work is subject to varying job site assignments and may be subject to call back, overtime, and irregular schedules including completion of work assignments on weekends and holidays.
- Prepares designs and traffic and highway engineering plans in accordance with general engineering principles and practices satisfying Mohave County adopted engineering standards; performs complex engineering analyses and calculations; designs, prepares drawings, specifications, bidding documents, contracts, and cost estimates for road projects; coordinates design and construction surveying; performs construction engineering, management, and inspections.
- Provides design data for and performs analysis using engineering applications including but not limited to Computer-Aided Drafting, pavement management, traffic demand and road capacity, highway performance monitoring, road infrastructure and traffic control device asset databases, spreadsheets, and Geographic Information Systems (GIS).
- Assists with engineering division review of residential subdivision and commercial project plans and construction drawings during subdivision or site plan review process; ensures compliance with codes and standards.
- Conducts traffic engineering studies to support compliance with adopted standards; conducts traffic engineering studies to support traffic safety improvement planning and projects.
- Performs pavement designs and evaluates pavement existing conditions; makes engineering recommendations on pavement preservation strategies, priorities, and project programming.
- Provides technical assistance and consults with other departments and outside agencies regarding engineering functions, site development, and transportation.
- Prepares permit applications and supporting technical documents as required by local, state, and federal jurisdictional agencies and necessary to maintain and operate road infrastructure systems inclusive of but not limited to Bureau of Land Management, United States Army Corps of Engineers, Federal Highway Administration and Arizona Department of Transportation.
- Supports Public Works transportation and right-of-way permitting programs.
- Answers technical questions and provides information to the public.
- Performs related duties as required.
As assigned to Public Works Engineering Managerial: - Performs professional civil engineering, technical, budgetary, analytical, supervisory, and administrative duties involved in assisting the Public Works Director in managing day-to-day Public Works operations.
- Prepares work schedules and assignments; supervises the activities of assigned personnel; monitors reports and record keeping activities filed by assigned personnel for completeness, accuracy, and adherence to policy and procedure guidelines; issues written and oral instructions; instructs personnel in departmental policies, procedures, and techniques, and provides training.
- Completes performance plans and evaluations; recommends disciplinary actions; approves vacations and time off; may make hiring recommendations.
- Assists in developing and preparing Department and division goals, objectives, policies, and procedures.
- Represents the Public Works Director in dealings with other governmental jurisdictions, COGs and MPOs, other County Departments and Divisions, the general public, contractors and consulting engineers regarding transportation, civil infrastructure systems and right-of-way planning, development, and operation.
- Attends meetings and conferences.
SECONDARY JOB FUNCTIONS - May review work of peers and subordinates for accuracy and completeness.
- May perform standard tests on construction materials such as aggregate, asphalt, concrete, etc.
- May respond to inquiries of the general public, other departments and jurisdictions by phone and in the office or field.
- May assist in the recruitment, selection and hiring process for positions of Engineering Technician and others as requested.
Minimum Qualifications- A Bachelor's degree in Civil Engineering from a College or University accredited by the Accreditation Board for Engineering and Technology (ABET), Inc.
- An equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
PREFERRED SPECIAL REQUIREMENT - Possession of an Engineer in Training Certification or evidence of having taken the examination and waiting for results.
- Satisfy all education requirements for professional registration by the Technical Board of Registration for the State of Arizona.
Knowledge, Skills & Abilities- Federal, state and local regulations, codes and engineering standards pertaining to the design, construction, and operation of Public Works or Development Services projects and other infrastructure projects.
- Principles and practices of civil engineering as applied to design, construction, operation and maintenance of roads, traffic/transportation systems, drainage facilities, utilities, floodplain/Flood Control, Water, Wastewater, Municipal Solid Waste Landfills, and public infrastructure.
- For Environmental Quality assignment: Principles and practices of environmental engineering as applied to design, construction, operation and maintenance of municipal solid waste landfills, onsite wastewater treatment systems, wastewater collection systems, water distribution systems, and public / private infrastructure.
- Hydrology and hydraulics as applied to floodplain delineation, flood control projects and drainage facilities.
- Land and construction survey systems.
- Computer operations including computer aided design and drafting.
- Geographic Information Systems development, implementation, and operation.
- Building construction methods and practices.
- Survey and legal descriptions.
- Public Works infrastructure construction and maintenance.
- Project schedules and the relationships of stakeholders.
