ABOUT THE POSITION

The Public Health Program Manager provides operational management, leadership, and oversight for the Healthy Families Marin (HFM) Home Visiting Program.

Working in collaboration with the Nursing Services Manager, the Program Manager develops and manages HFM program budgets, ensuring alignment with State and Federal funding allocations and County fiscal standards, and oversees timely and accurate claims and fiscal reporting.

The Program Manager works closely with Unit Supervisors to implement and sustain the evidence-based Healthy Families America® (HFA) home visiting model for early childhood intervention. This includes oversight of program implementation, quality assurance and continuous quality improvement (QA/QI), accreditation, data collection and reporting, and adherence to HFA Best Practice Standards.

The Program Manager oversees the delivery of culturally responsive, comprehensive in-home and group services for families, and monitors assessments and interventions to support Supervisors and staff in making system improvements that strengthen family engagement, retention, case management, and program outcomes. This role supports effective resource identification, referrals, and coordination of services to meet family needs.

Using reflective supervision practices, the Program Manager provides leadership and guidance to Unit Supervisors and staff responsible for direct home visiting services. The Program Manager makes recommendations regarding program and administrative policies, procedures, and enhancements based on HFA Best Practice Standards, County regulations, data, staff input, and family feedback. The position is also responsible for maintaining Healthy Families America accreditation, including oversight of hiring, training, mentoring, home visit practices, documentation, program monitoring, and reporting in accordance with HFA standards.

Our highly qualified candidate has training and experience with the Healthy Families America® (HFA) model and a strong understanding of the challenges and rewards of working with families experiencing multiple stressors. This individual is knowledgeable in trauma-informed, strength-based, and family-centered approaches that promote nurturing parent-child relationships, enhance family functioning, and support healthy child growth and development.

The highly qualified candidate brings experience supervising, supporting, and motivating staff—particularly in complex or high-stress service environments—and demonstrates skill in reflective and evidence-based supervision and Home Visiting practices. They have knowledge of infant and child development, demonstrates cultural humility and responsiveness, and is able to manage change while communicating clearly and thinking critically.

This individual is able to establish effective, collaborative relationships with staff, partners, and stakeholders, and provides leadership in quality assurance and continuous quality improvement to support both staff success and program outcomes.

The highly qualified candidate has experience in Home Visiting evidence-based and reflective practice and/or has undergone Health Families America Training.

Successful completion of Healthy Families America (HFA) Foundation Training and FROG Training is required at the time of application. In addition, at least one continuous year of experience providing direct home visiting services within an identified program model, and at least one continuous year of experience supervising home visiting staff within an identified program model, are required at the time of application.

Any combination of education and experience which would provide the required knowledge and skills listed. Typically, a Bachelor's degree in Public Health or Health Care Administration, or a related field and three years of experience appropriate to the assignment including one year of supervisory experience.
