Description

The Office of the Assessor - County Clerk - Recorder and Chief Elections Officer is currently seeking qualified candidates for the position of GIS Analyst II/III to work in the Appraisal Services division of the Office.

The GIS Analyst II/III will be responsible for:

• Creating and maintaining Assessor's maps and GIS parcel layers.
• Locating deeds.
• Maintaining and updating legal descriptions, situs addresses, parcel sizes, and Tax Rate Areas.
• Supporting departmental and countywide GIS related projects.
• Providing related services and support to internal staff, property owners, businesses, and other government agencies.
• Design, develop, test, implement, and maintain web applications and geo-enabled workflows utilizing the Esri GIS platform and its configurable solutions.
• Troubleshoot and resolve GIS software and application issues.

GIS Analyst II is the journey level class in this series and incumbents at this level are expected to perform skilled GIS and research work in the preparation, maintenance, and amendment of a variety of maps and/or engineering drawings. The GIS Analyst II applies fundamental concepts, practices, and procedures to complete assignments. Assignments at this level are subject to technical review and are of varying difficulty but incumbents are expected to demonstrate some level of independence in completing assignments and in interpreting moderately complex issues. The annual salary range is: $108,784.00-$136,094.40.

GIS Analyst III is the advanced level in the series performing more complex GIS assignments requiring more analysis and problem solving or the lead level in the series, providing lead direction over a team of technical, professional, and/or clerical staff while performing specialized, highly skilled GIS work. Incumbents have the highest level of expertise in geospatial analysis, application development, designing and administering spatial databases, and can resolve the most complex GIS problems. The GIS Analyst III position will also work closely with the Information Services Department. The GIS Analyst III is further distinguished from the GIS Manager for the latter's ongoing first line manager responsibilities. The annual salary range is: $126,921.60-$158,662.40

Examples Of Duties

Duties may include, but are not limited to, the following:

• Prepare Assessor's parcel maps that accurately delineate feature locations and boundaries utilizing Esri parcel fabric.
• Process standard parcel updates and deed locates; calculate distances, ties, angles, areas, station traverses, closures, acreage, and square footage of buildings; and draft a wide variety of maps, or engineering drawings.
• Compute acreage, plot land descriptions to accurate scale, and interpret and write legal descriptions of properties.
• Assist public with inquiries regarding assessment maps, newly created or divided parcels, or site addresses, and road names; generate custom maps to meet specific customer requirements, research and respond to customer requests for information.
• Update property descriptions for assessment rolls.
• Research standard source documents such as parcel maps, legal descriptions, and other records to verify the accuracy and completeness of data prior to input into the GIS system and the Assessor system.
• Design, develop, test, implement, and maintain web applications and geo-enabled workflows utilizing the Esri GIS platform and its configurable solutions.
• Analyze and evaluate geo-spatial data and ensure data is accurate and reliable.
• Performs standard spatial analyses including buffering, spatial overlay, and distance calculations using established methods and tools.
• Digitize drawings and enter them into the GIS database.
• Prepare detailed technical specifications from which programs will be written for and create complex scripts and queries between various systems in the department.
• Compile, integrate, and analyze data from a variety of sources, including aerial photography, terrain, topographic, hydrologic, and time-sequenced event data to provide a concise visual representation of a complex idea.
• Review existing and incoming data from outside agencies to confirm recentness, accuracy, quality, documentation, and consistency with department's GIS database standards.
• Create geodatabases, instances, tables, layers, and feature classes.
• Work with department SMEs to understand reporting requirements and develop business process solutions.
• Create new layers and maintain existing layers for the GIS database, perform quality control on the layers and maintain metadata for the layers in the GIS database.
• Produce cartographic products for reports, meetings, and presentations.
• Works with ISD and other county departments on the design and implementation of the Countywide enterprise GIS system and GIS Parcel Fabric and to ensure the department's needs are met.
• Provide GIS guidance and training to staff on GIS integrated business solutions and GIS applications and tools.
• Troubleshoot and resolve GIS software and application issues.
• Coordinate delivery of services and sharing of data with other departments and outside entities.
• Develop and implement quality assurance (QA) and quality control (QC) processes to ensure GIS data accuracy and integrity.
• Act as the subject matter expert during design, development, testing and implementation of GIS applications and portals.
• Perform related duties as assigned.

Qualifications
Knowledge of:

• Principles and concepts of computerized mapping systems and spatial analysis techniques and concepts.
• GIS and CAD software.
• Basic principles and methods of cartography, geography and/or engineering drafting, including map projections and scales.
• Database structure and design.
• Application and tools for the development, installation, and troubleshooting of GIS-related software, including databases and applications.
• Communicate with department personnel to identify and translate information needs into system requirements.
• Provide technical and analytical support to users of systems and applications.
• Programming and scripting languages such as python, JavaScript, and SQL.
• Basic research and report writing techniques.
• Nomenclature, symbols, methods and instruments used in engineering drafting and mapping.
• Logarithmic and trigonometric tables, algebra, geometry and their application to mapping work especially in computation of distances, angles and areas.
• Applicable codes, regulations, policies, technical processes and procedures related to assigned department.

Skill/Ability to:

• Evaluate information system design and operation and make recommendations for improvement.
• Organize and input data into the GIS; develop efficient linkages to existing databases; and prepare clear and complete technical reports.
• Enter data into databases through application of coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning and automatic conversion to vectors, and conversion of other sources of digital data.
• Perform complex analytical tabular and spatial queries.
• Analyze user functions to develop information applications.
• Assist in defining and managing pilot and long-term projects and design applications.
• Code and test programs, including data input and output specifications.
• Read and interpret planning, engineering and building maps and documents.
• Use advanced cartography systems and tools.
• Create and publish statistical reports using a variety of software programs.
• Read, understand, apply and explain to others information in county, state and/or federal regulations relevant to local property assessment and taxation, mapping, subdivision and ownership of interests in property.
• Read, interpret, write and explain detailed boundary descriptions of real property, deeds, and engineering field notes.
• Organize and complete projects in a timely manner.
• Develop and maintain a database structure capable of meeting multiple tasks with minimal redundancy.
• Make mathematical computations.
• Communicate and work effectively with other county employees and the general public.
• Understand and follow oral and written instructions and established procedures in the performance of duties.
• Maintain and prepare accurate records.

Education and Experience:
Any combination of theoretical and hands-on experience that would likely provide the required knowledge, skills and abilities is qualifying such as:

• A background in planning, land surveying, engineering, computer science, geography or a closely related field; and
• Demonstrated experience working with GIS software, GIS automated mapping and drafting, cartography tools including project design, coordination and operation.

At least two years of relevant experience is required at the II level, and three or more years of relevant experience is needed to qualify for the III level.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a pre-interview exercise . Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification . All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
