San Mateo County Health, Behavioral Health and Recovery Services (BHRS) division is seeking well-qualified individuals for the position of Management Analyst - Performance & Utilization Management (Departmental Promotional Only).

This full-time, permanent Management Analyst will serve as a key member of BHRS's recently formed Office of Improvement and Innovation (OII) and will work collaboratively with other analysts as part of a division-wide performance team supporting continuous improvement, regulatory compliance, and operational excellence.

The incumbent will lead, and support projects focused on developing robust data dashboards, ensuring client data integrity, strengthening the meaningful use of data for reporting and quality improvement, and building organizational capacity for utilization management, systematically reviewing service use to promote clinical necessity, efficiency, and accountability.

This position plays a crucial role in supporting BHRS's implementation of Proposition 1 Behavioral Health Services Act (BHSA), including outcome reporting priorities and core mandate requirements associated with behavioral health plans. The Management Analyst collaborates closely with both internal stakeholders and external partners to advance system-wide performance strategy and foster a culture of data-driven decision-making across the division.

This position is located in San Mateo, CA and requires travel throughout the County to perform assigned duties. This role is full-time and follows a Monday-Friday schedule, with a hybrid work arrangement consisting of a combination of remote and on-site work. It is anticipated that four on-site workdays will be required to meet operational needs and County requirements.

Departmental Promotional Only. Only current County of San Mateo employees in San Mateo County Health with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date may apply.

The examination process will consist of an application screening (pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification . All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
