The Position
This recruitment is being conducted to fill one (1) full-time position of Environmental Health Specialist, which may be filled at the I or II level, depending on the qualifications, for the Planning, Building, and Environmental Services Department at Napa County.
The eligibility list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year from the establishment date.
About the Department:
The Department of Planning, Building, & Environmental Services (PBES) at Napa County partners with the community to promote the health and safety and sustainability of Napa County by providing a range of development services while balancing agricultural, environmental, and economic vitality. As a member of PBES you will work alongside employees from the following PBES Divisions: Building, Code Enforcement, Engineering, Environmental Health, Natural Resources, Parks, Planning, and Staff Services.
The Environmental Health Division is responsible for implementation of State and local programs with the goal of protecting public health, including permitting and inspections of retail food facilities, public pools, employee housing camps, mobile home parks, small water systems, on-site wastewater systems, wells, groundwater permits, facilities that possess and store hazardous materials, underground or above ground storage tanks. Environmental Health staff also provide emergency response support and oversight of cleanup of sewage and hazardous materials releases. Staff work under the authority of the County Public Health Officer to respond to health emergencies.

About the Position:
The Environmental Health division is comprised of four main programs: Consumer Protection, Hazardous Materials, Wells & Onsite Wastewater, and Solid Waste. The current vacancy is for the Wells & Onsite Wastewater team. However, this position will share responsibilities with the other programs where staffing may be limited due to new projects and seasonal events.
The Environmental Health Specialist (EHS) I/II conducts inspections, investigations, evaluations, reviews plans and reports, prepares written reports and records, processes permits, ensures compliance with laws and regulations governing environmental health, and provides consultation and informational services to the public.
- The EHS I will be assigned to a specific program with daily tasks on the Wells & Onsite Wastewater team however, cross training across all programs to ensure adequate training is provided in preparation of taking the REHS exam.
- The EHS II will focus on their continued development within the assigned program, office policies, and Nap County specific programmatic efforts. The EHS II has a pivotal role within Environmental Health solving issues in the community which they regulate and building trust with their partners in industry.
- Comfortable working in various environments including outdoor locations, regulated areas or potentially hazardous environments, and in all weather conditions.
- Ability to interpret, apply, and enforce laws, regulations, codes and ordinances with consistency and sound judgement.
- Prepares and presents clear and concise oral and written reports/correspondence for a variety of audiences.
- Speak effectively to individuals and groups from diverse social, cultural backgrounds, and professional backgrounds.
- Open to learning new computer programs and electronic application review systems
- Strong analytical, critical thinking, and problem-solving skills.
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
- Experience: No related experience is required.
- Education: Equivalent to graduation from an accredited college or university with a Bachelor's degree in the biological or physical sciences.
License or Certificate*:
- Possession of a valid Class C California Driver's License.
Position Requirements for Environmental Health Specialist II: ( $47.43 (Step 1) - $ $56.62 (Step 5)
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
- Experience: One year of responsible experience in the field of environmental health and safety regulation and enforcement.
- Education: Equivalent to graduation from an accredited college or university with a Bachelor's degree in the biological or physical sciences.
- Possession of a valid certificate as a Registered Environmental Health Specialist issued by the California Department of Public Health.
- Possession of a valid Class C California Driver's License.
*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

The most qualified candidates from the Oral Exam (Panel Interview) will be placed on the eligibility list and may be considered for current and future vacancies for up to 12 months from the eligibility list establishment date.
