RISK MANAGEMENT Full-Time, Benefited, Limited Term, Unclassified (At-Will) This limited term role will be assigned to the Risk Management Division and will assist in coordinating in the areas of Workers' Compensation and Claims Administration. This is a temp-to-perm opportunity, meaning that upon successful performance and the availability of a permanent position, it may lead to a full-time role. IDEAL CANDIDATE:The ideal candidate will have knowledge of risk management. Must have exceptional customer service skills and ability to work in a fast-paced environment while making independent judgements and decisions. In addition, the ideal candidate must possess the following:
Risk Management, Insurance & Workers' Compensation Duties Examples of Duties & Responsibilities: - Assists in administering the City’s workers’ compensation program in coordination with the Risk Management Division and third-party administrator.
- Monitors industrial injury claims, tracks lost time, reviews documentation, and supports return-to-work and modified duty assignments.
- Coordinates ADA/FEHA interactive process related to industrial and non-industrial injuries.
- Supports administration of the City’s insurance programs, including general liability, property, automobile, and employment practices liability.
- Assists with claims intake, documentation, and communication with insurers, brokers, and legal counsel.
- Reviews certificates of insurance for compliance with City contractual requirements.
- Tracks claims trends, prepares statistical reports, and assists with loss analysis and risk mitigation strategies.
- Ensures compliance with applicable California Labor Code, Cal/OSHA, and public sector reporting requirements.
- Maintains confidential records related to claims, insurance, and risk management activities.
GENERAL DUTIES: Under general direction, this position performs complex and specialized paraprofessional duties in human resources including benefits administration and risk management. The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks or may perform similar related tasks not listed here. Duties and responsibilities are of a highly confidential nature in the following areas:
Administers and coordinates a variety of benefit and health programs offered by the City. Verifies and inputs data into various benefit carrier systems; processes enrollments for all insurance programs; monitors and verifies dependent eligibility for benefits; processes COBRA enrollments; monitors retirees’ activity and benefits enrollments coordinating with CalPERS, Social Security, Medicare and COBRA.
Coordinates new employee orientations; prepares informational material; explains and interprets health benefits, personnel policies, procedures and programs to new hires.
Processes Personnel Actions effecting employee pay and compensation by inputting data into the City’s Enterprise Resource Program (ERP), Tyler Munis and prepares associated statistical reports.
Tracks, researches, and reports on various types of Federal and State protected leaves, leaves of absences and responds to inquiries regarding accrual leave banks and policies.
Provides support and assistance in classification and compensation, training programs, labor relations, and recruitment and testing as needed.
Prepares and processes various highly confidential reports and/or documents. May assist with preparation and coordination of monthly Civil Service Commission agendas.
Coordinates leave administration under the Americans with Disabilities Act (ADA) and California Fair Employment and Housing Act (FEHA) with employees for both industrial and non-industrial temporary and permanent disabilities.
Coordinate temporary light duty assignments by verifying work restrictions and release dates with physicians, employees and departments.
Provides guidance and information regarding employee benefits plans and resolves a variety of employee questions regarding benefits, coverage and insurance policies.
Responds to inquiries and complaints regarding benefits programs and applicable payroll concerns. Analyzes and participates in resolving problems and issues; conducts research when necessary.
MINIMUM REQUIREMENTS: Education & Experience:
Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: (1) an Associate of Arts Degree with major course work in human resources management, risk management, industrial safety, or loss control and (2) two years of related work experience.
License and Certificates: Possession of a valid California Class C driver license is required, if assigned to drive.
