THE CITY

THE POSITION

HUMAN RESOURCES TECHNICIAN

Full-Time, Benefited, Unclassified (At-Will)

GENERAL DUTIES:

Performs and assists in recruitment and selection process for various classifications, including writing job advertisements consistent with current needs, screening applications, developing, and administering tests in compliance with rules and law, and advising employees and departments.Performs job evaluations and desk audits to determine essential functions and assists in reconciling position functions with current or proposed classification descriptions in regard to minimum knowledge, skills, and abilities. Reviews and recommends modifications to job descriptions, examinations, staffing levels and compensation based upon thorough analysis of jobs and operating department needs. Maintains thorough working knowledge of personnel policies, regulations, and programs, including insurance, Civil Service, memoranda of understanding, and retirement. Interprets programs and regulations and assists in implementation through payroll and data processing. Administers some benefit programs and explains programs and benefits to employees. Maintains personnel information systems and supports other staff in implementing changes to the operating system and support software. Acts as liaison with Information Technology Department. May attend Civil Service Commission meetings as staff to the Commission or to assist the Human Resources Director.

MINIMUM REQUIREMENTS:

Any combination equivalent to the training and experience that would likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Education:

Two (2) years of college coursework from an accredited college or university with major coursework in Human Resources, Public Administration, Business Administration, Organizational Development, Industrial Relations, or a closely related field. A Bachelor’s degree in one of the above fields is desirable.

Experience:

Two (2) years of progressively responsible administrative or human resources support experience, preferably in a public sector or civil service environment, including experience in one or more of the following areas:



Public agency experience and familiarity with merit system principles, civil service processes, and public sector employment regulations are highly desirable.
