This recruitment will establish an open eligible list that will be used to fill current and future Research, Policy, and Quality Assurance Manager positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

County of Orange, County Executive Office (CEO) implements policies of the Board of Supervisors, supports County departments, oversees the County's infrastructure and real estate assets, prepares the annual County budget, manages the County's public debt program and assists the public. The County Executive Officer is the highest-ranking appointed executive in the County and works with members of the Board of Supervisors and their staff, elected and appointed department heads and the County's 19,000 employees to oversee the provision of essential government services through 22 departments, The County Executive Office is organized into six divisions: County Operations, Finance, Human Resource Services, Information Technology, Real Estate and Government & Community Relations.
The Data Analytics Unit is involved in implementing and coordinating various County initiatives, working closely with County departments, commissions/councils and contracted providers to mee Countywide reporting needs.

THE OPPORTUNITY The Data Analytics Unit is seeking an experienced data and research professional with an extensive background in data analytics, predictive analytics, and trend analysis. The incumbent will support the development of advanced data analytics projects by forecasting outcomes, building statistical models, and utilizing performance indicators. The position is responsible for maintaining Countywide data strategies/operations, ensuring compliance and providing recommendations when appropriate.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES In addition to the minimum qualifications, the ideal candidate will possess at least three (3) years of combined professional work experience in data analytics, data reporting, and/or data modeling and forecasting outcomes. A Bachelor's and/or higher degree in statistics, behavioral science, business administration, or public administration is preferred but not required.
The ideal candidate will have experience in the following competencies:
Technical Knowledge | Technical Expertise - Advanced experience with developing and using code to perform statistical analysis
- Foundational knowledge and hands-on experience with data dashboards, research design, and organizing data
- Conducting valid, reliable, and complex analysis, such as, descriptive and inferential statistics
- Applying principles and methods of qualitative and quantitative data collection, analysis and management
- Knowledge of best practices, trends, and emerging techniques and methodologies and when to utilize
- Implementing principles and practices of obtaining stakeholder input through focus groups, key informant interviews, etc.
- Incorporating data and stakeholder input into strategic plans, programs, and services
- Advanced experience with the following software applications: Power BI, Microsoft Suite, AZURE, and Microsoft SQL Server
Supervision | Leadership Skills - Supervising staff and managing timelines to ensure deadlines for deliverables are met
- Accurately tracking metrics to measure program and project objectives
- Working collaboratively and establishing rapport with staff, managers, and people across County departments
- Building and maintaining positive forward focused customer-oriented work environments
- Foster team atmosphere and reward collaboration
Strategic Planning | Coordination - Planning, organizing, and implementing projects effectively
- Contributing to the development and refinement of data policies and procedures
- Meeting CEO, Department and Countywide goals and deadlines
Communication Skills | Oral and Written - Communicating effectively on sensitive issues, demonstrating excellent conflict resolution skills and diplomacy which leads to successful outcomes
- Communicating, coordinating, and collaborating with County agencies to ensure measurable results
- Writing and speaking clearly, succinctly, and persuasively to clearly convey information
- Translating and developing technical findings into clear, actionable reports and documentation for non-technical stakeholders
LICENSE REQUIREMENT Possession of a California Class C Driver License is Required.

RECRUITMENT PROCESS

Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
