Job DescriptionJOB SUMMARYThe Process Manager - Treatment provides wastewater treatment process oversight to the San Antonio Water System’s water recycling centers and serves as a technical resource for operations staff. This position is responsible for evaluating the effectiveness and efficiency of all treatment processes and developing and implementing procedures and methods to control and improve plant performance.
ESSENTIAL FUNCTIONS- Prepares and delivers operational training that ensures the safe and efficient treatment of wastewater.
- Develops and maintains knowledge of the water recycling center unit processes, including primary treatment, activated sludge, tertiary filtration, disinfection, biosolids thickening, anaerobic digestion, dewatering, biogas to energy, and other treatment process operations as they are implemented.
- Sets operating criteria and monitors operation of the treatment processes to achieve key performance indicators. Makes recommendations to operations staff that will optimize plant performance to meet regulatory requirements, conserve energy, and minimize operating costs.
- Provides technical support and guidance in troubleshooting complex process problems by monitoring equipment, instrumentation, and processes to always ensure appropriate treatment/performance.
- Develops and updates standard operating procedures and operations check lists for the treatment processes at the water recycling centers.
- Conducts experiments and data collection with emphasis on data integrity, quality control and protocol compliance; utilizes data acquisition/recording equipment and instrumentation. Performs field tests and measurements; collects field data; and processes data.
- Analyzes and interprets laboratory and other reports, including process data; identifies causes of non-routine events; recommends process control strategies and adjustments to process variables.
- Provides mentoring and professional development of operations staff in controlling the wastewater treatment process.
- Prepares reports, presentations, and technical papers based on outcomes of research, analysis and interpretation of studies. Delivers presentations to SAWS staff and management.
- Provides technical support to other departments within SAWS for special projects including development and review of regulations, permits, specifications, contracts, and studies.
- Establishes and maintains effective working relationships with internal and external stakeholders.
- Performs other duties as assigned.
DECISION MAKING- The Process Manager works under limited supervision.
- Advises plant operations and maintenance staff in solving complex problems.
MINIMUM REQUIREMENTS- Bachelor’s Degree in Civil, Chemical, or Environmental Engineering; Environmental Science, Biology, or Chemistry; or related field of study from an accredited institution;
- Plus four (4) years’ experience in wastewater treatment.OR
- High School Diploma or GED;
- Plus Texas Commission on Environmental Quality (TCEQ) Class “A” Wastewater Operator License;
- Plus eight (8) years’ experience in wastewater treatment.
- Valid Class "C" Texas Driver's license.
PREFERRED QUALIFICATIONS- Graduate Degree in a relevant field.
- Prior hands-on wastewater treatment experience with activated sludge and biosolids processing.
- Texas Commission on Environmental Quality (TCEQ) Class “A” Wastewater Operator License.
- Registration as a Professional Engineer in Texas.
JOB DIMENSIONS- Knowledge of water recycling principles, practices, techniques, and methodologies as it relates to area of responsibility or discipline.
- Skill in utilizing a personal computer and job-related software programs. Proficient in word processing, spreadsheet, database, presentation, and Bluebeam software.
- Ability to prepare detailed technical reports and presentations.
- Ability to communicate effectively, verbally and in writing, with internal and external customers, consultants, governmental agencies, and contractors.
- Ability to establish and maintain effective working relationships with executive management, staff, consultants, vendors, and government agencies.
PHYSICAL DEMANDS AND WORKING CONDITIONSPhysical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate basic office equipment. Subject to standing, sitting, and walking with occasional climbing, bending, crawling, squatting, kneeling, and working in cramped and strained positions to perform job scope. Working conditions are primarily in an office environment but regular field visits may include exposure to wastewater, hazardous environmental conditions, and offensive fumes; mechanical, electrical, chemical, and confined space hazards; construction and excessive noise. May drive a company and/or personal vehicle when performing field duties.
May be required to work hours other than regular daytime schedule such as nights, weekends, and holidays.
