Description

The Job

Enterprise Programmer Analysts - Data and Analytics* (EPAs) perform complex and advanced business systems analysis and database, application, data pipeline, programming and analytic reporting architecture and development. This position assumes a leadership role in architecting and developing enterprise data platforms, data frameworks and solutions for departments and serves as an integral part of the change management process.

CONDITIONS OF EMPLOYMENT
Pre-Employment Process: Applicants must pass a background investigation, which includes fingerprinting, work history & education check, as well as a job-related physical exam.
Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

Availability: Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required.

Minimum Requirements

Qualifying candidates must meet the requirements in ALL of the following categories:

REQUIRED EXPERIENCE:
Four (4) years of full-time equivalent experience working in a data engineering or data integration role building data products and solutions, implementing and managing data warehouses, software development, performing business systems analysis, architecting, and project planning for the purpose of developing business applications, data pipelines and business intelligence solutions..

Qualifying experience must include use of three (3) or more of the following primary data frameworks, data tools, data platforms and development languages for data specific solutions: Typical qualifying experience may include performing duties equivalent to the San Bernardino County Programmer Analyst III classification and above.

REQUIRED LEADERSHIP EXPERIENCE:
Must include a minimum of two (2) years working as a project leader for large-scale data platform implementations, data migrations, data conversions, data quality, data integration or data management projects. Experience must also include the use of a systems development methodology (Agile/Waterfall methodologies).

REQUQIRED EDUCATION:
Sixty (60) semester (90 quarter) units of completed college-level courses from an accredited college or university in data management, data science, programming, computer science, software engineering, information systems, or a related field.

Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.

Degree/College Coursework completed outside of the U.S.
Qualifying degrees must be conferred by institutions accredited by an accrediting body recognized by the U.S. Department of Education. Degrees earned outside the United States must be accompanied by an evaluation from a recognized credential evaluation service verifying U.S. equivalency.

Desired Qualifications

A bachelor's degree in data management, data science, business analytics, programming, computer science, software engineering, information systems, or a closely related field is preferred. Candidates with experience working with large information technology infrastructures are strongly encouraged to apply.
