Under the direction of the Assistant Commander of Fisheries Enforcement, this position performs wildlife, conservation, and natural resources enforcement work including fisheries enforcement work as assigned. Work involves supervising law enforcement staff and programs, conducting analyses of law enforcement programs and activities, conducting emergency management and homeland security operations, and supporting wildlife and conservation activities in an assigned region. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Law Enforcement Duties :

Aids field level enforcement operations by identifying and tracking enforcement and compliance trends, to include use of division wide databases and report management software. Works with relevant LE and inter-divisional program staff to develop and implement risk-based license/permit inspection strategies and protocols. Responds to requests/questions from other divisions, LE staff, constituents, NGOs, TPWD commission, and legislators. Maintains a strong working knowledge of agency programs/permits and ALL statutes, regulations, and policies related to program relevant enforcement. Assists with Emergency Management requirements through the Texas Department of Public Safety and may work in the Emergency Operations Center. Coordinates and conducts LE patrols and enforcement initiatives. Confers with local law enforcement, court officers, and state officials concerning department activities. Coordinates and conducts LE patrols. Attends court proceedings and testifies as necessary. Serve as instructor at the Game Warden Training Academy.

Program or Position Specific Duties :

Assists with various responsibilities within the fisheries enforcement program, including maintaining records related to the Joint Enforcement Agreement between the Department and NOAA Office of Law Enforcement and the Natural Resource Disaster Assessment. Assists with the administration of the fisheries enforcement program and assists with coordination of the Division's rulemaking process and the Division's statutory process. Assists with coordination between NOAA Office of Law Enforcement, United States Coast Guard, and other partner agencies on fisheries enforcement joint operations, training, and planning. Develops and presents special information and education programs to citizens' groups, local constituents, and other agencies.

Supervisory Duties :

Reviews reports, databases, and other paperwork submitted by field staff for accuracy and completeness. Provides direction to field staff on enforcement issues.

Performs additional duties as assigned. Complies with Agency, Division and Department rules, regulations, and procedures.

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a bachelor's degree.

Graduation from the Texas Game Warden Training Academy.

Experience :

Six (6) years of experience as a Texas Game Warden from the date of graduation from the Game Warden Training Academy.

Licensure :

Commissioned as a Texas Game Warden by the Texas Parks and Wildlife Department.

Must possess a current license as a peace officer by the Texas Commission on Law Enforcement (TCOLE).

Must possess a valid class "C" or higher Texas Driver's License.

NOTE: Retention of position contingent upon maintaining required licenses and certifications.

KNOWLEDGE, SKILLS, AND ABILITIES :

Knowledge of federal, state, and local laws and regulations related to Law Enforcement.

Knowledge of the Texas Disaster Plan, including TPWD and regional responsibilities during a disaster.

Skill in oral and written communication.

Skill in using Microsoft Office Suite, Virtual meeting platforms (MS Teams, Zoom, Webex, etc) and/or Adobe products.

Skill in identifying, developing, and delivering training needs in various forms.

Ability to interpret and apply policies and procedures to staff and the public.

Ability to interpret and apply state/federal statutes, laws, regulations and provisions of TPWD Code, Texas Penal Code and Texas Code of Criminal Procedure.

Ability to plan, organize and coordinate meetings, including agendas and logistical support.

Ability to maintain confidential and sensitive information.

Ability to establish and maintain effective working relationships with applicants, employees, and the public.

Ability to communicate effectively.

WORKING CONDITIONS :

Required to work 8 hours per day, 5 days per week.

Required, as necessary or directed, to work overtime, holidays, weekends, and hours other than regularly scheduled with supervisor approval.

Required to operate a state vehicle.

Required to travel 5% with possible overnight stays.

Required to conform to dress and grooming standards, work rules and safety procedures.

Required to follow non-smoking policy in all state buildings and vehicles.
