The Job

The Purchasing Department is recruiting for a Buyer II to purchase goods and services for use by County departments and districts. This position will research products and suppliers; perform cost analyses; conduct solicitations; review and evaluate bids and proposals; negotiate terms and conditions; process requisitions, purchase orders, and contracts in the electronic procurement system; and may administer a procurement card program including card issuance and training, written procedures, and program compliance.

CONDITIONS OF EMPLOYMENT

Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

Background: Candidates selected for this position must pass a background investigation and medical examination including drug screening; candidates selected for law enforcement departments, public safety positions, or positions where legally required, must pass a more stringent background check.

Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

Minimum Requirements

CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS:

OPTION 1
Experience: Must possess two (2) years of full-time equivalent work experience with primary responsibility for performing one or more of the following: Request for Proposals (RFP) development and RFP process management; vendor contract development and administration; contract best value analysis and negotiations; project management related to procurement; direct buying of goods or services; or supply chain management.

Education: Must possess a completed/awarded Bachelor's degree.

Substitution: Twelve (12) semester (18 quarter) units of coursework in supply management, contracting, negotiation, finance or project management may be substituted for up to two (2) years of the qualifying experience.

OPTION 2

Education: Must possess a completed/awarded Bachelor's degree in purchasing/supply management, business/public administration, economics, finance, marketing or a closely related field .

No experience required.

A copy of legible transcripts (unofficial are acceptable) must be submitted if utilizing substitution for Option 1.

EDUCATION
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
