Our team provides comprehensive GIS technical support, manages data workflows and ETL automation, administers Web GIS platforms, develops system integrations, and maintains critical GIS infrastructure. We are hands-on in designing and configuring solutions, upgrading environments and applications, establishing secure connections, managing user licensing, and delivering expert guidance to ensure reliable and innovative GIS services across the organization.
The IT Specialist - Applications (GIS Analyst) will assist City of Houston departments with their GIS needs utilizing ArcGIS Online and ArcGIS Pro. This role involves supporting departmental projects by developing and maintaining workflows, creating web maps, configuring and customizing web applications, and assisting with user licensing management. The specialist should be proficient in ArcGIS Online and ArcGIS Pro, as these tools are central to delivering effective solutions. While the primary emphasis is on application configuration and customization, training and mentorship will be provided for advanced responsibilities, offering opportunities for professional growth within the GIS domain.
RESPONSIBILITIES: - Perform spatial analysis and queries using ArcGIS Pro and ArcGIS Online.
- Develop maps and applications for visualization and reporting based on departmental requirements.
- Assist with GIS project requests, workflow management, and documentation to support analysis and application development.
- Configure and maintain ArcGIS Online and Enterprise applications, including Web Maps, Dashboards, Story Maps, Experience Builder, Survey123, Field Maps, Quick Capture, Hub Sites/Open Data portals, and more.
- Work with departments to support GIS projects and gather requirements.
- Document changes made to user access, permissions, and issue resolutions to ensure accurate records.
- Assist in creating user guides and training materials for GIS applications.
- Ensure metadata accuracy and consistency for hosted layers and services with team support.
- Create and configure view layers for different user groups or applications.
- Assist with creating and managing user accounts in ArcGIS Online/Portal, including assigning roles, permissions, and group memberships under team guidance.
- Help monitor content usage for performance and optimization, as well as user activity for compliance and removal of accounts as directed.
- Troubleshoot and resolve basic issues with hosted feature services, web maps, and applications.
WORKING CONDITIONS There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditioning. Significant time spent using computer displays, keyboard, and mouse.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field.
Application-specific technical certifications may be considered for substitution for 1 year of experience.
EXPERIENCE REQUIREMENTS At least three (3) years of technology experience creating or configuring software applications.
Related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. ** Preference will be given to candidates with the following skillsets: - Working knowledge of Esri ArcGIS platform products, including but not limited to ArcGIS Enterprise, ArcGIS Portal, ArcGIS Online, ArcGIS REST APIs, and ArcGIS Pro.
- Experience configuring and customizing applications within ArcGIS Online and ArcGIS Enterprise environments.
- Knowledge of Python scripting and familiarity with Arcade expressions
- Skilled with ArcGIS Pro, including geoprocessing, data editing, map design, and publishing.
- Strong written and verbal communication skills; proficiency with Microsoft Office; ability to manage multiple projects concurrently.
