Description
RoleYavapai County Community Health Services is seeking a
Clinical Risk & Compliance Manager to oversee regulatory compliance and risk management activities supporting safe, high quality patient care. This position ensures adherence to Federally Qualified Heath Center standards, Arizona Department of Health Services licensing requirements, FTCA guidelines, and Medicaid compliance regulations.
The ideal candidate will possess strong knowledge of healthcare regulatory frameworks, experience conducting audits and compliance reviews, and the ability to collaborate effectively with clinical and administrative leadership to promote continuous quality improvement and organizational integrity.
Major Duties, Responsibilities- Develops, implements, and monitors clinical risk management, compliance plans, and programs in cooperation with clinical/ departmental staff. Coordinates department-wide accreditation and serves as a resource to the director for more specific accreditation/certification responsibilities.
- Ensures that departmental policies are current and abide by County, state, and federal laws. Educates staff on departmental policy revisions and updates.
- Ensures risk and compliance issues and concerns are appropriately evaluated and investigated, conducts review of risk elements, compliance elements, privacy practices, and security requirements.
- Develops, implements, and completes department-wide risk assessments. Presents quarterly risk meetings and an annual risk assessment to the board of directors.
- Conducts independent investigations of incident and grievance reports involving patients and collaborates with legal counsel, County human resources and County risk management, and department management as needed.
- Documents applicable security breaches within the Clinic and assesses damages.
- Troubleshoots and deploys information systems-related infrastructure changes specific to the Clinic.
- Evaluates security incidents related to clinic operations and determine what response, if any, is needed.
- Oversees and coordinates safety program activities and ensures compliance with Occupational Safety and Health Administration, (OSHA) and related local, state, and federal regulations.
- Manages FTCA applications and audits. Reviews liability claims made against the health center; may conduct initial investigation of allegations and make recommendations for settlement or denial of claims.
- Contributes to Operational Site Visits, (OSV) by managing submission and collaborating with onsite review team when applicable.
- Assists in reviewing and evaluating contracts and agreements, including assessing contract/agreement terms to ensure appropriate compliance with insurance limits and indemnification requirements.
- Performs other job-related duties as assigned.
Minimum QualificationsEducation:Bachelor’s Degree in Risk Management, Business or Public Administration, or related field.
Experience: A minimum of three (3) years of professional-level experience in a medical environment, to include program planning, development, and evaluation, providing staff development training, and/or conducting investigations of grievances reported by staff, patients, or other sources. An equivalent combination of directly related work experience may substitute for the degree requirement on a year-per-year basis.
Additional Requirements:Must have proof of training or certification in Managing Patient Grievances and complaints, Clinical Risk Management, Patient Safety and Risk Management in the physician office or other clinical risk management training within six (6) months of hire.
Must possess a valid Arizona driver’s license.
Must possess a current fingerprint clearance card issued by the Arizona Department of Public Safety.

- Reduce the risk exposure of the department, patients, clients, and staff by ensuring safety, procedural and privacy practices and policies are current and appropriately followed.
- Complies with federal, state, County and department policies and procedures and exercises good judgment in making decisions in accordance with laws, rules, contracts, codes, and regulations.
- Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
- Travel to all department sites.
- Keep management informed of key operating issues affecting the department.
- Remain current in knowledge required to perform assigned duties.
- Act with courtesy, tact, and diplomacy.
Work Environment:The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.
Physical Requirements:Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 30 pounds.
