Description
The PositionThe City of Riverside, Department of Marketing & Communications is accepting applications for the position of
Web Designer/Developer II to fill one (1) vacancy
. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
Under general supervision, the Web Designer/Developer II is responsible for the development, implementation, and coordination of a wide variety of responsive ADA websites and digital assets for public information and promotional materials. The Web Designer/Developer II designs UI (User Interface) for web and performs technical and analytical duties related to development, operation, and maintenance of the City of Riverside internal and public-facing websites and the Drupal Content Management System (Drupal CMS).
Work PerformedTypical duties may include, but are not limited to, the following:
- Design and develop visually appealing, user-friendly websites that align with City’s branding standards.
- Architect, design, develop, and maintain innovative, engaging, and informative websites. May be required to develop multiple websites concurrently.
- Design and develop UI across a diverse range of websites, applications, reports, dashboards, and interactive media.
- Determine business users’ web requirements and translates those requirements into a functioning website built either in a text editor with code or by using the City’s web content management tool. May require building within a CMS (Drupal or WordPress).
- Work with the business user to establish website sitemap that meets functional and technical requirements.
- Design graphic images, icons, site maps, and applications as necessary for the website.
- Ensure website development meets City standards.
- Prepare and present rough drafts to internal teams and key stakeholders.
- Assist in development of website proposals for customers: determine customer needs, document scope, estimate effort and assists in development of project timelines.
- Present updated digital solutions for final approval and train users on how to utilize the new solutions when needed.
- Maintain knowledge of current web site development practices, applications, and technology.
- Evaluate and recommend basic enhancements that facilitate efficient production and effective content design improvements to City Internet/Intranet web pages/sites.
- Gather and evaluate user requirements in collaboration with users, vendors, and members of the IT team.
- Develop innovative solutions for organizational users that improve processes and replace legacy solutions, utilizing low code solutions, when possible, to allow for easier administration and maintenance.
- Executes backup and recovery operations.
- Create textual and aesthetic design content for web pages/sites and/or utilizes approved content from business users; creates, composes, and edits graphic material, selects colors, text and background, position buttons, pictures, and links.
- Administer, maintain, and update web page content. Troubleshoot, analyze, and resolve web page content issues to improve the performance and the accessibility of the information.
- Evaluate and recommend enhancements that facilitate efficient production and compelling content design of web sites.
- Provide web analytics upon request.
- Collaborate with other developers to develop, debug, or implement web applications, websites, mobile applications, and system integrations.
- Train users on the appropriate procedures and City standards for adding, editing, posting, and deleting web site content including using the City’s web content management tool.
- Fulfill multiple project requests simultaneously while keeping to tight deadlines.
- Work with the Project Manager or Senior Web Designer/Developer to develop timelines and milestones for web projects.
- Attends meetings with City officials and external agencies to meet project requirements,
- Provide status updates on projects.
- Assure web-based information is archived for future reference and access.
- Gathering content and considering various client requests to manage the project within a realistic timeframe. Planning, then proposing estimated timelines that satisfy client’s expectation while also making sure the time estimated is within reason for design and development of the project.
- Training, assisting and managing web editors who are granted basic level access to securely allow limited web editing to ensure optimal outcomes and best practices.
- Perform all other job-related duties as assigned.
QualificationsEducation :
High School graduation or satisfactory equivalent (GED)and completion of 30 semester, or 45 quarter units in Information Technology, Computer Science, Computer Information Systems, Computer Graphics, or Web Design or related field from an accredited college or university.
Possession of a Bachelor’s degree in a related field may substitute for one year of the required experience.
Experience : Three years of experience in the consulting, design, development, and maintenance of various web sites.
Highly Desired Qualifications: - Demonstrated experience building and maintaining CMS-driven websites using Drupal and/or WordPress.
- Proficiency in HTML, CSS, JavaScript, and PHP/Twig for custom web development.
- Experience developing custom themes and templates within Drupal and/or WordPress environments.
- Ability to create and maintain front-end functionality that supports accessible, responsive, and user-friendly websites.

Service Employees International Union (SEIU) - General Unit The City offers an attractive benefits package, the central provisions of which are as follows:
- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,687 per month for HMO plans (family coverage).
- Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance equal to $100,000. Additional Life Insurance is available and voluntary for employees and eligible dependents (up to $300k).
- Deferred Compensation - The City contributes $50 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
- Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the SEIU MOU for specific details.
- Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
- State Disability Insurance - Automatic coverage administered by the Employee Development Department (EDD) of the State of California
- Vacation Accrual - 0-4 yrs. = 80hrs, 5-9 yrs. = 120hrs, 10+ yrs. = 160 hrs.
