About the DepartmentThe City of San José Housing Department is a leader in the production and preservation of affordable housing and solutions to homelessness. Its mission is to strengthen and to revitalize our community through housing and community development programs. The Housing Department has an operating budget of approximately $19 million annually and 112 employees. The Department administers multiple local, state, and federal funds. Position DutiesThis Limit-Dated Senior Development Officer position is part of the City's Housing Department and will be assigned a wide range of responsibilities. Please note that this position is budgeted to end on June 30, 2026, but could be extended. The position will oversee activities and programs within the Homeless Response Division, which focuses on the City's expansive response to homelessness. This includes managing programs offering individuals and households experiencing homelessness with street-based services, crisis response interventions, and housing-based solutions, as well as engaging the broader City community regarding homelessness and homeless encampments:
- Oversee City-funded programs and services, which may include outreach and engagement, congregate emergency shelter, non-congregate interim shelter, supportive parking rapid rehousing, permanent supportive housing or community initiatives and campaigns.
- Supervise staff within the Homeless Solutions Division, develop work plans, and provide necessary direction on program administration and management.
- Convene and facilitate internal and external stakeholder meetings and ensure timely communication and accurate information regarding all collaborative programs.
- Facilitate strategies to implement data-driven best practice programs to prevent and end homelessness in San José.
- Facilitate coordination with multiple diverse stakeholders on encampment response, outreach, and management.
- Develop and execute City Council and Committee memorandums and presentations; present to City Council as requested.
- Coordinate and manage the development of homeless service/programs Requests for Proposals, contracts, Memorandums of Understanding, service plans and any other necessary agreements with service and housing providers.
- Develop and improve performance outcomes, data collection and reporting tools for all programs; manage reports on performance and expenditures to the federal government and to the State.
- Research best practices and incorporate innovative ideas and processes.
- Other duties as assigned.

Current salary range for Senior Development Officer is $ 140,846.16 - $ 171,509.52 paid annually. This salary range includes an approximately five percent (5%) ongoing non-pensionable pay.

Minimum QualificationsEducation: Bachelor's Degree from an accredited college or university in Planning, Housing, Geography, Economics, Business Administration, Public Administration, Political Science, Sociology or related field.
Experience: five (5) years of increasingly responsible professional level, directly related work experience, including two (2) years of supervisory or development project lead experience.
Acceptable Substitution: Additional related experience may be substituted for the education requirement on a year-for-year basis.
